The Present And The Current Of Grassroots Governance

Since the collapse of the unit system in the 1990 s,the all-around administrative model,which was originally based on people's high dependence on the workplace,has gradually broken down.Since its development,the urban grassroots has gradually formed the so-called "Community system" governance model.For the process of this transformation,the research focuses on the substitution process of the governance unit in order to observe,and has accumulated a wealth of research results in the grass-roots governance of the "change".The question,however,is that urban grassroots governance is simply a process of transformation from a unit system to a community? Can communities replace units as new units of governance? What is the substantial change of urban grassroots governance change? Can the existing theoretical viewpoint explain the change phenomenon of urban grassroots governance in our country?In order to respond to the above problems,the paper re-examines the process of urban grassroots governance change from the historical context,theoretical level and practical level respectively.The study found that the historical context outlines the evolution of the unit system to the community system in the historical period,but it cannot be said that the urban grassroots governance in these two periods is completely different.The existing theoretical explanation analyzes this evolution course from different angles,and through the critical thinking of the theory,the research points out that there are some inappropriate explanations for the phenomenon of urban grassroots governance change in China.In order to understand the "change" and "unchanged" of urban grassroots governance,the research relies on the research data obtained by the first hand to deeply analyze the evolution of urban grassroots governance.And the realistic situation shows that although the organization relationship of urban Grassroots has changed,the old unit control mode,basic power pattern and management principle still exist.Therefore,back to the theoretical level to re-examine the process of change,it is found that there is a problem of "decoupling" between theoretical viewpoints and actual changes.The theoretical concept of urban grassroots governance changes are difficult to properly explain the reality of development.In order to reconstruct the theoretical framework to explain the change of urban grassroots governance in China,the research first,by responding to the basic problem of theoretical construction,"What is the grassroots",criticizes the research idea that "community" can replace "unit",which is implicit in existing research,and points out that with the development of urban grass-roots society,the community has lost the integrated function of people as unit system did,so the way to recognize the grassroots should be adjusted.And then analyzed the cognitive grassroots of the new thinking,that is,the social cognitive perspective of the " grassroots ".Next,the research focuses on the direction of theoretical construction,and deeply analyzes the three important theoretical directions that the theoretical framework needs to respond to.Finally,on the basis of analyzing the internal logic of urban grassroots governance change,the study construct the theoretical framework of centralization and decentralization-institutional structure-space-actors,and reinterpret the phenomenon of urban grassroots governance change in China.
