Research On The Change Of The Governance Setup Of The Grass-roots Xinfang

Since the end of 1990s, with the increasingly serious situation of Xinfang, Xinfang has become the focus of academic and practical circles, the research results are quite fruitful. But from the point of research status, the related research mainly from the angle of petitioners starting, mostly concerned about petition motivation, action logic, starting from the point of view of petition governance research mostly remain at the macro level, the empirical research on the rural petition governance practice also did not become the mainstream, a small amount of research results are still within the framework of the rural political concern farmers petition problems, and lack of urbanized area of investigation. In this paper, on the basis of combing and review of existing research, we take the Y street as the object of study, focusing on the function, system mechanism, strategy and technology of grass-roots petition governance, and reveal the changing trends of the rural petition governance pattern and the underlying macroeconomic factors by the observation of the changes in the macro and the micro level of the petition and the micro level of the operation process.Firstly, this study analyzes the overall change in the situation of the work of Xinfang since nearly 30 years, and through the investigation of function, institutions and their functions and powers of the macro petition, presenting a picture of complete macro petition pattern change. The study found that the petition work has been from the "initial service" in leading organs of secretary work modes become "complex functions, significant position, an expansion in powers of the petition" mode, the Xinfang patterns occurred fundamental changes.Secondly, taking the Y Street as an example of petition governance process, this study describes in detail the changes of the governance pattern of the basic level letters and visits in the last ten years from aspects of grass-roots petition function and control object, the petition work network, management strategy and management technology. Study found that grassroots petition governance function and behavioral function in the alienation and grass-roots petition work has gradually become a tool for maintaining social stability, the governance object from a letter to visit masses extended to all "unstable" factors, which also contributed to the grass-roots petition work network is becoming more and more perfect. At the same time, the grass-roots government under pressure to maintain the stability of the, follow the policy of governance and visit logic, "hardness with softness" governance technology increasingly normalized. The trend of the change of the basic level of letters and visits in essence reflects the integration of grass-roots petition work and the stability of the system.Finally, based on the analysis of the various aspects of the changes of the macro petition pattern and the governance of grass-roots petition, this paper reveals the macro factors behind the changes in the governance of grass-roots petition. In top-down power relations, local government but is primary agent for the state power. And the change trend of the integration of the grass-roots Xinfang and the maintenance of social stability is essentially a reflection of the changes of the macro Xinfang pattern. Through the upper and lower level relations, pressure transmission mechanism and other mechanisms, Macro Xinfang pattern deeply affect the governance of grass-roots Xinfang.
