Research On Supervision Of Express Terminal Network In Xiangyang City

At present,China's express industry is developing at a high speed,and has been paid more and more attention.In 2018,China's express industry has accumulated more than 50 billion pieces of business,an increase of 26% over 2017;business revenue has accumulated more than 600 billion yuan,an increase of 22% over 2017.It has become a "black horse" to stimulate the national economy.With the growth of business volume,the trend of express outlets extending to the end and sinking is obvious,especially in the districts and schools where the population is relatively concentrated,the express outlets emerge as the times require.According to statistics,by the end of 2018,the number of registered express terminals in China had exceeded 120,000.However,there are still many problems behind the crazy growth of express terminal outlets,especially in safety production,industry norms,service standards,service quality,service level and so on,which have a certain gap with market demand and user expectations,and even affect the reputation of the express industry.Taking Xiangyang City as an example,this paper collects and collates the development and supervision status of the express terminal network in Xiangyang City through field visits to express enterprises,express employees,consumers and relevant government departments,analyses the existing problems and reasons of the supervision of the express terminal network in Xiangyang City,draws lessons from the excellent supervision experience at home and abroad,and discusses how to improve the supervision of the express terminal network from the perspective of government supervision.Through the research,it is found that Xiangyang express terminal network accounts for about one-third of the express enterprises and outlets in the whole city,and its development is still in the primary stage.There are still many loopholes in the infrastructure construction and internal management of the outlets.Xiangyang City's supervision of express terminal outlets is dominated by the supervision of the Postal Administration,with the cooperation and participation of relevant departments such as public security,national security,industry and commerce.At present,the government's supervision of express terminal network is relatively passive,mainly manifested in inadequate regulatory basis,inadequate regulatory power,low regulatory efficiency and so on.At the same time,the enthusiasm of consumers,media and other social forces to participate in supervision is limited,and the role of social supervision is not fully played.These are not conducive to the healthy development of express terminal network.In view of the above problems,this paper puts forward five measures to improve the supervision of express terminal network from the following five aspects: improving laws and regulations,striving for support policies,improving supervision system,enriching supervision means,and guiding multi-party participation.
