It not only can protect customers interesting from this chaos industry, but also is very important for the development of this industry.Express industry has a range of Legal issues. Although today express service is becoming an very important role in people’s life, postal law system and related regulation do not work very well. Issues are addressed from postal law system, for instance definition of regulator, limitation of operation and dependent regulator. These issues not only damage the benefits of customers, but also limit the development of express industry. Actually, postal law meets a lot of challenges. It does not consider the features of this new market, hence the current postal law is not very suitable to manage and regulate this big market. Meanwhile, considering these challenges, the development of express market and industry is restricted in a negative way. China needs a regulation system to make sure the standard of express industry, the benefits of customers and the development of express industry.Considering the industry in U.S. and Europe which have a developed express industry, China can learn from the success of regulator reform and law system reform in U.S and Europe, for instance how to satisfy the development of express industry. Combining the analyze of situation in China, this paper suggests some improvements for the postal law. It can help Chinese express industry to break the current limitation of development that can make sure the success of Chinese express industry. To motivate postal law reform, the postal law must be improved and reformed with respect to the current situation of express industry, which could satisfy the regulation of express industry, hence the legislative basis of express industry should be completed. The body and responsibility of regulator should be clear. Regulator should be independent, monitored, fair and effective. There are several regulation enforcement agencies in China, it must be clearly assign the power to these agencies with respect to their responsibility. The lack of sincerity has already become the serious obstacle that hindered the development of express industry. Agencies must monitor and force the companies’ sincerity during the entire express service processing. Meanwhile, express companies must be aware of the importance of self-discipline. The express association, as a bridge between express industry and regulator, must promote and monitor companies’ self-discipline which is also a key factor of the success. All these solutions and suggestions must be implemented can make sure the development of express industry, and the postal law will satisfy the needs of express industry. Customers’ interests will be protected.
