Since the reform and opening up,tremendous changes have taken place in cities in China.During the fast development,some old policies and management modes could hardly keep up with the times.The real estate development industry has also developed rapidly in the process.Currently,the industry has evolved from unified and extensive development mode into specialized and segmented development mode.Real estate development industry is an emerging industry after the reform and opening up,so there is no mature policy to supervise it.It has become a trend for different cities to manage the real estate development from different angles based on the actual needs.Government departments should take administrative control measures and formulate land supply policies,guiding planning,and quality,financial and taxation regulations according to the practical situation.Meanwhile,they should coordinate more and better the rights,responsibilities,communication,and interaction among different departments in supervision of real estate development.This paper looks into the status quo of administrative supervision over real estate development in Xiangyang City,compares and explores the supervision of real estate development at home and abroad,and summarizes the effects and problems of supervision over real estate development in Xiangyang City with analysis of the reasons.Based on public administration theories,this paper puts forward some effective administrative supervision ideas for real estate development,suggestions for establishing long-term supervision mechanism to cope with the absence of macro-control measures,prospect for better and more professional guidance of urban real estate development with land and planning policies,opinions for improving construction quality supervision,and proposal to increase financing channels for real estate development in Xiangyang City.Moreover,it is suggested to further strengthen and improve the supervision over the funds for real estate development and reduce the negative impact in the society caused by breaking of capital chain through risk assessment without affecting the normal real estate development.
