A Study On The Leading And Service Function Of Grass-roots Party Organization In Community Governance

The building of the Party has risen to a new level in the 19^th National Congress of Communist Party of China,which put forward new requirements for the comprehensive and strict administration of the Party and higher demands on the role played in grass-roots party organizations in community governance.Community governance is an important part of the national governance system and plays the core leading role.Therefore,to study how to perfect and develop the function of grass-root party organizations in community governance is of great significance for exploring the new path of community governance and building party organizations to serve the people's livelihood base.By employing case study method and investigation and research method,this paper mainly studies the leading core role and service guarantee function of grass-root party organizations in community governance,and analyzes the core functions of grass-roots party organizations through the analysis of four level management system,the establishment of Industry Committee,the development of non-public enterprises,and the improvement of institutional mechanism.This paper also makes a analysis of the service guarantee role and advantages especially in characteristic brand practice of grass-roots party organization in communities governance by cases study of dismantling illegal building,maintaining social stability and creating cities with the help of the party representatives.Through analysis,it is found that there are three main problems in the function of party organization in community governance.The first one is that the function is not clear,the second one is that the lack of vitality of the party organization team affects the leadership function,and the third is that the role of the Community Party member group does not fully which hinders the service guarantee function.In view of these problems,under the new situation of comprehensively and strictly ruling the party,there is need to further solid the foundation of the building of grass-root Party organizations,highlight its richness and strengthen its cohesion through learning and education,party members take the lead to further stimulate the vitality of the party members,the Sunshine People's Livelihood Service Center,Firefly Social Work Service Center,Colorful volunteer Federation and other large platforms to improve the overall service level for the people.
