Research On The Leading Role Of The Party Organizations In The Grass-roots Level Social Governance Of Pingdu City

China has a vast territory and a large population.With the deepening of reform and opening up,China’s socialist market economy is improving day by day,and great changes are taking place in grassroots society.The principal contradiction in Chinese society has been transformed into one between unbalanced and inadequate development and the people’s ever-growing needs for a better life.China is a socialist country under the leadership of the Communist Party of China(CPC).Faced with increasingly complex social problems at the grass-roots level and the personalized needs of the people,community-level Party organizations continue to innovate services and give full play to their various functions,so as to guide community-level social governance is both an inevitable trend and of great significance.This paper,taking the total as an example,from the grass-roots party organizations to the leading role of grassroots social governance,this paper introduces the total party organization to the concrete practice of the grass-roots social governance lead role play,the lead for the unified thought,the organization system of lead,lead to political direction,lead,and introduced the innovation for social services to lead social governance mode,analyzes the total basic-level party organization leading role play in social governance problems,such as imperfect construction of grass-roots party organizations,the fund does not reach the designated position,leading the social governance way a single,party leader quality is not high.On the one hand,the reasons lie in the shortage of party personnel reserve and the weak ability of leading and serving.On the other hand,it depends on the lack of attention from superiors and the lack of incentive mechanism.By analyzing the advanced experience of the Beijing,fuzhou,Shanghai grassroots governance,combining the reality of the total,based on the holistic governance theory,put forward the total society at the grass-roots level to strengthen party organization leading role in the treatment of the countermeasures and Suggestions:one is smooth grass-roots party organization leading the social governance role play path,the main path are strictly basic-level party organization system construction standard,namely to insist "surrounding the core,innovative thinking,integration of resources,exploit space" dimension.We should improve the organizational system that inspires and leads,including the responsibility system,the work system,the promotion system and the guarantee system.Must grasp the party organization thought construction;We will stimulate the development of party organizations in social organizations.Second,to improve the comprehensive ability of party organizations to lead community-level social governance,mainly through building service platforms,standardizing the service process,improving the professional quality of organizational personnel,and improving the assessment and incentive mechanism.Third,to build a legal guarantee for grassroots Party organizations to lead social governance,mainly through establishing legal awareness,improving the legal system,and creating a legal atmosphere.
