A Study On The Rule Of Law In The County Society Of Our Country At Present

With the change of the principal contradiction of our society,the 19 th CPC National Congress proposed that we should innovate social governance,improve the rule of law level of social governance,and create a social governance pattern of co-construction,co-governance and sharing.In February 2018,the Central Committee for the all-round Rule of Law was established.Ruling the country according to law has become a strategic task and system engineering for the Party and the country as a whole.The county-level social governance is the key link of the whole national governance system and governance structure,the vivid practice to realize the comprehensive strategy of governing the country according to law in grass-roots social governance,a key role to promote economic development,people's live-hood and social stability.We will bring county-level social governance into the track of rule of law in all directions,promote social development with the thinking of rule of law,plan reform matters in the way of the rule of law,and use the "stabilizer" of the rule of law to protect the "accelerator" of social governance,so that the rule of law can more accurately to meet the needs of development,grass-roots' hope,and the aspirations of the people.This article uses the literature research method and the case analysis method,first analyzes our country social governance rule of law system and the structure,then refines our country county level social governance innovation practice since the 18 th National Congress,then summarizes the current situation of the rule of law in the county social governance of our country.After that,taking the East District of Panzhihua City in Sichuan Province as an example,this paper introduces the current situation of the rule of law in the East District from the following five aspects: ruling by law,administration by law,fair administration of the judicial system,social governance,and propaganda of the rule of law.This thesis also summarizes the innovative characteristics of the rule of law of social governance in the East District from the following three aspects: the model of "unity and muti-core,integration and co-governance",community grass-roots social governance,the grid servicemanagement and the construction of public legal service system On the basis of information technology and network technology.This paper also analyzes the problems and reasons of the rule of law in the social governance of the East District from the following three aspects: the imperfectness of system of laws and regulations,the insufficient ability and strength of the law enforcement team,the effectiveness of popularizing the law and the lack of fully formed cultural environment of rule of law.Based on the description of the current situation of the rule of law in the East District of Panzhihua City and the analysis of the problems and reasons,this paper puts forward the ways of widening public participation in legislation,changing the main body of governance from a single to a pluralistic one,strengthening the construction of ideological and political quality of the rule of law workforce,perfecting the recruitment and management system of legal staff,and improving the treatment and work security of legal personnel,carrying out the responsibility system of "who enforces the law and popularizes the law",perfecting the construction of the public legal service system and cultivating the spirit of the rule of law in the whole society from the following three aspects: perfecting the construction of the system,strengthening the construction of the legal team and promoting the construction of the culture of the rule of law.This can be a reference to the rule of law of county social governance.
