With the rapid development of urbanization and the improvement of life level of citizen,the amount of the municipal solid waste is increasing that has been a major obstacle to city development.The municipal solid waste incineration has received the attention of the government for its harmless solution method,and has been one of the important ways to solve the dilemma of garbage siege.However,while the municipal solid waste incineration has easing the garbage siege problem,its negative externalities has threat to the living environment and health and safety of local residents.In recent years,people have been steadily increasing their environmental awareness,and they are pursuing high-quality living standards and living environment.There are more and more environmental mass incidents caused by the negative externalities of the municipal solid waste incineration.How to resolve environmental mass incidents and equilibrium between the government and the local people has become an important research topic.Based on the game theory,this paper studies the game evolution process of government and people in the environmental mass incident of Garbage Disposal Incinerator.Firstly,this paper defines the concept of environmental mass incidents,and reviews the research on environmental mass incidents;Secondly,extracting and summarizing the key interest preference and behaviors of the government and public in the foundation of environmental mass incidents;Then according to the key interest preference and behaviors of the government and public,the paper constructing the mathematical game model of government and public in two information dissemination;Thirdly,using the Netlogo software to simulate the game models;Finally,according to the results,the paper give target suggestions to help the government to resolve the environmental mass incident.The research results show that in different information dissemination modes,the game evolution mechanism is different in environmental mass incident events.In the complete information dissemination model,the game evolution process exhibit “Project Location-information disclosure-popular resist-government compromise-Project shut down” path characteristics;In the incomplete information dissemination model,the game evolution process exhibit “Project location –Black-box operation – popular resist – conflict escalation – government compromise – information disclosure – Project Shut down” path characteristics.In the complete information dissemination model,the government has been improved the credibility by democratic decision-making and negotiation decision;People are easy to choose to cooperate with the government when negative externalities are reduced and their risk perception is weakened.In the incomplete information dissemination mode,the government take the black-box operation,which not only reduced the government's credibility,but also caused the local people to amplify the risk of the project and explode the environmental mass incident.When a environmental mass incident occurs,the government will disclose project information and suspend the project maintain social stability.This paper study the game evolution mechanism of government and people in the environmental mass incident of Garbage Disposal Incinerator.In terms of content,this paper extracting the keywords,which provides a realistic basis for the construction of game models.In terms of method,this paper using the Netlogo software to analyze the game evolution process and to provides a new method for the study of mass incidents.This paper supplements previous studies on government and environmental mass incidents,and provides new research methods for combining qualitative and quantitative research on environmental mass incident events studying.It is important for the government to resolve environmental mass incident events and maintain social harmony and stability.
