On The Citizen Participation In Environmental Protection Projects Of Group Events

China's economy grew rapidly since 21 st century, accompanied by a multiplication of life garbage problem. In order to solve this problem, we learned the practice of establish of waste incineration power plant, it could save land and reduce land pollution through waste incineration, at the same time, the energy of it could be used to generate power. Although technical difficulties had been overcome, the implementation of the project is still struggling. Influenced by “NIMBY”, nearby villagers were opposed the project, they argue that the dioxin caused by waste incineration could not only pollute atmosphere, also could cause cancer. It had caused some environment mass incidents, such as Liu Li Tun waste incineration power plant, Ping Wang waste incineration power plant, etc. This reflects the lack of citizen participation in public decisions.The outbreak of environment mass incidents reflects consciousness improvement of citizen participation. For public decision making that interests are personal related, citizen need not only related information been told, but also participation and decision making. While, we could see irrational and individual participation through outbreak of mass incidents, this is also related to lack of participation way. In addition, because of information opaque, citizen participation were afterwards. The strength of citizens were strong, attitude was firm, interests requirement was clear that no behavior of environment destruction was approved. In different stages of development, the citizen participation also presents different characteristics. Before the outbreak of mass incidents, it was lack of citizen participation, the so-called citizen participation was not real, but government's show. After the outbreak of mass incidents, citizen participation was both in order and disorder, discussion forums, network BBS were platforms for rational participation. There was still also disorder participation due to disagree of appeal. Citizen participation was almost missing after mass incidents, it lack of monitor.From the point of citizens themselves, citizens had not enough participation motivation, this was related to the traditional thought of” all to the government”. Then, citizens had poor participation ability, they lack experience and relevant professional background. In addition, the organization degree of participation was low. From the point of external factors, it lack legitimate citizen participation way, at the same time, the legal system was not perfect, and moreover, some government officials' inaction also hinder the effectiveness of citizen participation.The article had raised the path and suggestions of citizen participation for above difficulties. From internal perspective, citizens need to improve their participation and subject consciousness, it need to enhance the trust between government, the media and citizens. In the meantime, it should enhance the organizational degree of citizen participation, it required government to reduce the threshold of environmental organization and provided more support. From the external perspective, it should establish a smooth information communication channels to provide platform for citizen participation. At the meantime, it should push government affairs to be public to provide fair environment. After the outbreak of mass incidents, government should improve relief channel to make citizens' mental compensation. In addition, laws and regulations should be improved to provide legal support. Finally, it should establish green GDP evaluation mechanism, and make citizen participate in supervision of government performance.
