Research On The Application Of Cooperation Between Government And Social Capital In The Development Of Gannan Navel Orange

Government and social capital cooperation is to conduct social governance as well as the important means to promote the development of modern agriculture,the government and many social capital participating,the two sides through government regulation mechanism,the incentive and constraint mechanism clearly the rights and responsibilities,standardize partner partner behavior,division of labor and cooperation to achieve the desired purpose.The establishment of the cooperative relationship between government and social capital plays an important role in improving the quality of agricultural products and realizing the people-oriented sustainable development goal.In the past 40 years,navel oranges in Ganzhou City,Jiangxi Province have been developing continuously,and the characteristic crops have become a shining name card of this region.The government and social capital have always been involved in the development of navel oranges in Ganzhou.The research objective of this paper is to reveal the cooperative goals,benefits and cooperative relations between government subjects and social capital in the development of navel oranges in Ganzhou from the perspective of PPP theory,and to reveal the laws of navel oranges development in Ganzhou.The research content mainly involves a pair of relations,that is,the cooperative relationship between the government subject and the social capital subject in the development of navel orange in Ganzhou.On the basis of empirical research,this paper discusses in what aspects of the cooperation between the government and social capital on the bottlenecks in the development of navel oranges in Ganzhou,and in what forms the cooperation between the government and social capital promotes the sustainable development of navel oranges in Ganzhou.In this paper,using the research methods of literature research,case study,through the development of gannan navel oranges in different link appeared in the process of government in view of the development of gannan navel oranges of incomplete infrastructure,technology lag,shortage of funds,huanglong disease infection and gannan navel orange were counterfeit sales in the market,such as problems with farmers,enterprises and farmers cooperatives,Banks such as social capital cooperation case analysis.It is concluded that the government and social capital cooperation to solve these problems,the cooperation and the development of gannan navel oranges are related.Through the research,this paper finds that the cooperation between government and social capital in different aspects of the development of navel oranges in southern jiangxi contributes to the development of navel oranges in Ganzhou City,and realizes the win-win situation between government and social capital.In the development of navel orange in Ganzhou City,there are two main types of application of the cooperative relationship between government and social capital:Existence is the application of project company of government and social capital cooperation,such as the BOO pattern application,another kind is that there is no project of the company's application of government and social capital cooperation,such as the government through free transfer land,land circulation award,preferential loans,awarded the commercial development of remuneration,feasibility gap subsidies to farmers and other social capital such as the development of the value chain(VCD)cooperation,the construction of reservoirs,such as processing plant market infrastructure class(MI),Regularly provide farmers with fruit industry bureau professional technical training,scientific research institutions and enterprises cooperation in seedling breeding technology cooperation innovation and technology transfer(ITT)cooperation,the government helping to set up a association of gannan navel oranges,agricultural professional cooperatives think farmers to provide market information,management skills and other business development and consulting services(BDS),for some not to operate the project,the government by buying services in the form of promoting the development of gannan navel oranges.At the same time,some inspirations are drawn: in terms of the operation mode,the preliminary demonstration work of the cooperation between the government and social capital is very important.It is necessary to carefully select partners,reasonably divide and perform the functions and responsibilities of both parties.In terms of financing channels,we should contact policy Banks in advance to build financing platforms for social capital.In terms of risk prevention and control,the mutual trust between the government and enterprises should be enhanced,and a reasonable risk sharing mechanism should be established.In the application of modern science and technology,we should be good at using modern electronic network technology,establish product quality traceability mechanism,and implement network sales and network supervision.
