Research On The Application Of Public-private Partnership In The Construction And Operation Of Rural Nursing Home

According to the population sampling survey data by National Bureau of Statistics,in 2005,the number of rural elderly population in China exceeded 100 million,which is rare in the world.In addition,affected by factors such as accelerated urbanization and family planning policies,household support capacity has continued to weaken,land security capacity has continued to decline,and traditional old-age care model has continued to weaken.However,due to the relatively backward economic and social development in rural areas and relatively small fiscal revenues,the contradiction between rural pension supply and demand is outstanding.It is urgent to explore a diversified and sustainable construction and operation mechanism to ensure rural old-age services and product supply.As a new social governance tool,PPP can be applied to the construction and operation of rural nursing home,which can accelerate the development of rural old-age service industry,improve the supply level and quality of rural old-age services,ease the contradiction between rural old-age supply and demand,and promote the balance of urban and rural aged care services..This paper comprehensively uses the methods of literature research,field investigation,case analysis and deductive reasoning to demonstrate the applicability of introducing PPP into the construction and operation of rural nursing home from the perspective of theoretical support and realistic logic.Analyze the status quo of domestic pension PPP projects,and point out the problems existing in the implementation process of China's nursing home PPP projects;and use the case to conduct an in-depth analysis of the rural social welfare institution project in a town of C city according to the PPP operation norms,and demonstrate at the practical level.The feasibility and usefulness of adopting PPP in the construction and operation of rural nursing home;in the specific case analysis process,the paper also combs and analyzes the ideas and countermeasures for solving the current pension PPP project: improving ideological understanding,improving laws and regulations,and improving the assessment system.Strengthen policy guidance and cultivate professional talents.It not only provides a new path for the construction and operation of rural nursing home,but also provides a scientific evaluation method for the selection and operation mode selection of rural nursing home projects by PPP.
