Community Participation Practice And Motivation Mechanism Of The Mobile CPC Members

Under the background of the transition from "migratory migration" to "long-term stable residence",how to meet the diversified needs of the migrant population has become a major problem of social governance in the current population-influx-oriented areas.However,in S Town of Guangzhou,the mobile CPC members from L County of Hunan Province play an important role in improving the governance efficiency of grass-roots governments and meeting the diversified needs of migrant population by actively participating in various community public affairs and public activities.With the help of structural-institutionalism,utilitarianism and culturalism,this thesis analyses and reveals the driving factors behind the active involvement of the mobile CPC members in learning-oriented,welfare-oriented,commitment-oriented and rights and interests-oriented community participation.This thesis finds that organizational empowerment,social and economic remuneration and national and community identity constitute the motive force of community participation of the mobile CPC members.Organizational empowerment provides external driving force for the community participation of party members,such as action objectives,discipline constraint and system guarantee;in order to achieve organizational action objectives,organizational values such as national identity and community identity stimulate the sense of responsibility and value of participation,which constitutes the internal driving force for CPC members' activeparticipation;and external incentives such as economic remuneration and social remuneration constitute the reward for the active participation.At the same time,the organizational values ensure that the CPC members' pursuit of remuneration mainly aims at improving the welfare of the migrant population and realizing the public interests of the community.Finally,based on the advantages and shortcomings of the mobile CPC members in community participation,this thesis puts forward the cooperative strategy of "social workers & the mobile CPC members" in order to jointly promote the social welfare level of the migrant population and the social governance efficiency.
