A Study On Community Participation And Mobilization Of Urban Migrant Elderly From The Perspective Of Empowerment

In the context of building a community of social governance and an age-friendly society,the state and society attach great importance to improving the quality of life of the elderly,ensuring the rights and interests of the elderly in economic,political,cultural and social life,and actively coping with the aging process.Since the reform and opening up,the urbanization rate has been continuously improved,and the scale of the elderly floating population has been growing rapidly,among which the proportion of social mobility represented by the accompanying family members has been increasing year by year.The elderly move to the cities where their children live,and they assume the task of taking care of their grandchildren,and they also have demands for the living environment.However,all kinds of welfare policies only cover the local elderly.Moreover,due to the lack of participation channels,the "accompanying elderly" who move with the elderly have nowhere to express their demands,and they are isolated from the achievements of community development and the responsibilities of public affairs.Based on the theory of empowerment theory,this study will explain the reason for difficulties in accompanying elderly into the resources and capabilities,and the lack of participation channel,and according to the energized involves three levels of intervention strategies,to mobilize accompanying elderly for community participation.From the individual level link resources,meet the basic requirements of accompanying elderly,from the organizational level to foster volunteer team,promote participation ability and organizational level,from the community level to establish public opinion communication platform to obtain the participation of institutional channels.Specifically,at the individual level,it links the necessary life and health resources for accompanying elderly,and encourages the accompanying elderly to take the initiative to move to the public domain of the community.By drawing the map of participatory resources,it improves the ability of accompanying elderly to plan and control community life.At the organizational level,accompanying elderly are recruited to join the volunteer team,participate in ability training and system discussion,etc.Through collective experience sharing and common actions,the participation ability and community influence of accompanying elderly are improved.At the community level,a public opinion survey team is set up,and residents collect public opinions,raise questions and report problems.Social organizations build a bridge of communication between residents and the community,and all parties participate in the discovery,discussion and solution of problems,so as to provide an open and harmonious participation environment for accompanying elderly.From the perspective of empowerment theory,mobilizing accompanying elderly for community participation,can help accompanying elderly more understanding and use of community resources,play to the advantages of trailing the old man and potential,to serve the community other residents,rebuild the community support networks.Through public opinion communication platform,accompanying elderly aspirations and problem solving are improved,enhanced accompanying elderly will actively participate in community affairs,improved the level of community participation in organized,enrich the content and channel of participation,improve the environment of community participation for accompanying elderly.
