Research On Performance Evaluation Of Government Informatization Project In Haizhu District Of Guangzhou

With the continuous innovation and development of information technology,information technology plays an increasingly important role in all fields of society.In recent years,China has continuously promoted government informatization and e-government.By using IT to innovate the process of administrative work and mechanism,we will not only further adjust and optimize the government's institutions,the administrative systems and the workflow but also comprehensively improve the ability to perform our duties in the functions of politics,economy,culture and society.As an important part and process in government information and e-government,Government Information Project refers to the Information engineering project,invested and constructed by the government financial funds.Its function to provide hardware,software and network support for e-government construction at all levels of the government.Devoting a great many of manpower and material resources to information construction from public finances,governments at all levels have achieved some effective results but also with a series of problems,such as repeated investment and construction,low input-output ratio.The Government Informatization Projects having the characteristics of strong in speciality,rapid refresh in technology and poor in visibility,we are unable to better evaluate the economic and social benefits and fail to determine the results of information construction especially without the scale of performance evaluation.Therefore,due to the limited financial revenue,it is worth for us to study whether our governments especially at the district and county level,can use limited financial funds to carry out Government Informatization Projects and produce its effects and social benefits.This essay is guided by a new public management theory.With the Balanced Score Card,it studies the current performance evaluation in the government information project of Haizhu District.Meanwhile,based on the medium and long-term development strategy of Government Informatization in Haizhu District,it also constructs the system of performance evaluation in the government information project.It evaluates the comprehensive platform of government service in Haizhu District.The upgrading project is evaluated by using this index system.During the process of evaluation,we would study and consult the construction projects and documentations.By interviewing with staffs and the public,we would finally obtain the evaluation results comprehensively.After studying and analyzing the evaluation results,the essay would point out the problems in this project.At last,this essay would combine the assessment result of this project with my personally working experience.It would also come up with some suggestions about the performance evaluation in government informatization projects.And these suggestions can provide references for the assessment work in this project.This essay has certain reference significance in theory for studying the performance evaluation in the government informatization project.
