The Current Situation And Countermeasures Of China's Villagers' Autonomy

Information resource, in the future information society,is becoming the root of creating wealth instead of the traditional resources,which challenges to the governments, especially of Chinese government that is facing the changing of government function and challenging of WTO,so the informatization is pressing. As a result,that the government that palys a key role in it, promotes the informatization incliding itself and society through developing E-gvernment is the first choice. E-Goverment has the essence of rebuiding the government through information. In other countrys,E-Goverment begining in 1960's and reaching the peak in 1990's. In china, E-Goverment begining in 1980's and accelerating in 21th. But in China ,the research about E-Goverment is out of date and concentrates in macro. So this paper, concentrating the development of Chongiqng's E-Goverment and researching the locality's E-Government and discussing the problems of developing the E-Goverment, puts forward suggestions on developing the E-Goverment, in order to full and better the E-Goverment's researching. What's more, considering the special developing of Chonqing, this paper also puts theoretic suggestin on developing E-Goverment in backward areas. First, the researching background on the definition, characteristic, meaning and function,especially on evaluating E-Goverment theory. Then,basing on the developing conditions of Chonqing's E-Goverment and the advantages and disadvantages,then developing level of it can be reviewed. At last, author gives some advice on how to put forward Chongqing's E-Government. Combing the development conditions of Chongqing with the E-government's development stage in other country, the paper has the opinion that the Chongqing's E-Government development has exceeded the begining phase and is heading to the full development stage. Basing on the conditions of Chongqing's E-government and through the effort of all parts, we have the confidence that better future is waiting for us , so the whole developing of Chongqing's society and Economy can be seen.
