Since the founding of New China,with the extensive development of water resources,a series of water resources and environmental issues have been brought.China has formulated a series of water environmental governance policies,which have become an important guarantee for the management of water resources.The scientific degree and actual effects of the water environment governance system directly affect the realization of the country's future development strategy.Therefore,combing and analyzing the changes of China's water environment governance system is of great significance for summarizing lessons and learning and institutional innovation.This paper uses historical research methods and other research methods to study the text of China's water environment governance system.On the basis of combing the system of water environment governance from 1949 to the present,the institutional changes of water environment governance are divided into five stages,namely,the initial creation stage,the ten-year tortuous stage,the reform start stage,the development improvement stage and the strategic plan.At the stage,and through the background analysis of each stage,the influencing factors of the system formulation are pointed out.On the basis of combing the main institutional texts,we will further summarize the gains and losses of each stage.Finally,through the combing of the changes of China's water environment governance system,the paper analyzes the three aspects of governance concept,management system and management accountability,and explores the water environment governance system from four main aspects.The improvement of China's water environment governance system to promote the establishment of a scientific and long-term institutional system for China's water environment governance.
