Research On Pluralistic Public Services Cooperation And Countermeasure In Urban Water Environment Governance

China has achieved remarkable achievements in the process of promoting modernization,and the people's living standards have been significantly improved.However,a series of eco-environment problems have emerged,and the water pollution problems involved in this have directly affected people's production and life.The water pollution problem in Huizhou is a typical case of water pollution in China.Therefore,this paper attempts to analyze the typical Jinshan River governance in Huizhou's water environment pollution,and explore how to build a model of “government,market,public and social organization” and other multi-subjects in the governance of urban water environment.Based on the theory of multi-center governance and collaborative public management,this paper combines the analysis of the governance process of urban water environment such as Jinshan River,and comprehensively applies various research methods to study the multi-subjects and cooperation modes in urban water environment management.The main content has three aspects:Firstly,it briefly introduces the background,significance and research summary of the research at home and abroad,as well as a brief explanation of the research methods and contents of this paper;defines the three main concepts involved in this paper,and defines the key theories used in this paper,namely multi-center The theory of governance and the theory of collaborative public governance are elaborated and constructed,laying a certain theoretical foundation.Secondly,it analyzes the governance process and existing problems of Jinshan River.Through the literature analysis method,comparative analysis method,interview method,questionnaire method and other methods,the Jinshan River governance process is sorted out,and the main body composition and cooperation relationship in the governance process are summarized,and finally from the government departments,market entities,the public and society.Analyze the problems in the governance process from the perspective of different subjects such as the organization.Thirdly,it analyzes and summarizes the experience of domestic water control inWuhan and the successful practice of governing the Thames in London,England,and extracts relevant enlightenment.Finally,combined with the above analysis results,combined with the actual urban water environment governance in Huizhou,it is proposed how to further optimize the environmental governance level of Huizhou from the perspectives of government leadership,market mechanism construction,public participation and social organization participation.
