Information plays a vital role in contemporary society.The 21 st century is a big data era for information sharing.The demand for market information in various industries and enterprises is extremely urgent.Collecting and disseminating information is the primary responsibility of industry associations,so industry associations are often referred to as “information libraries”.The implementation of information exchange behavior by industry associations may not only enable enterprises to respond quickly to market demands and respond to market changes,but also enable consumers to obtain some benefits,but it may also damage market competition and undermine the free regulation mechanism of market competition because of information notification.China's current laws and regulations are mostly principled and general provisions for the anti-monopoly regulation of trade associations' information exchange,and there are few legal provisions,which have caused many problems in practice.Therefore,we need to strengthen research on the information exchange behavior of industry associations,further improve relevant laws and regulations,and promote the development of China's trade associations and economy.Through in-depth research on the anti-monopoly regulation of trade associations' information exchange behavior,this paper hopes to make a small contribution to the further improvement of China's anti-monopoly regulation system.First of all,the basic concept of information exchange behavior of industry associations is defined,and the characteristics of the behavior are elaborated.At the same time,starting from the purpose of anti-monopoly,it is pointed out that because the information exchange behavior of industry associations has a negative impact on competition and has caused damage to the market economy and economic efficiency,it is necessary to carry out anti-monopoly regulation.Secondly,it mainly sorts out the anti-monopoly regulation system of information exchange behaviors of industry associations in the United States,Japan,and the European Union.Not only draw lessons from its legislation,but also draw on its judicial and law enforcement experience.Although countries around the world have severely cracked down on trade associations that damage competition and form monopolies,there are still many problems.Then,starting from theory and practice,it mainly introduces the status and existing deficiencies of China's anti-monopoly regulation of the behavior,mainly the unclear principle of illegality identification,the specific factors of illegal identification,the lack of exemption,the system of forgiveness and the law.The four major issues are not perfected by the responsibility mechanism.Finally,this paper combines China's actual national conditions and extraterritorial experience to try to put forward suggestions for improving the anti-monopoly regulation of information exchange.
