Research On The Transformation Of Government Functions In The View Of Modernization Of State Governance

This paper explores the transformation of government functions in the perspective of modern state governance,analyzes the characteristics of China's state governance,the dialectical relationship between the modern state governance and the government functions transformation,as well as the achievements,problems and cause in government functions transformation since China's reform and opening up.Looking forward to the trend of the transformation of government functions,the author will propose solutions and specific measures for the problems arising in the transformation of Chinese government functions.At present,factors affecting the China government function transformation are divided into the following categories: First,modern national governance goals,which aims to achieve a prosperous,strong,democratic,civilized,and harmonious socialist modernized state ? Government plays a macro-planning role in the transformation of government functions.Second,motivating factor: the development of market economy promotes the government to further delegate power to the market,decreases the intervention function by doing so diversified social groups will bring about social multi-interest.The government delegates power to the society,adjusts social management functions to improve capabilities of social organization and autonomy,strengthens social public service functions,and performs fair distribution functions.Information technology provides technical support for the transformation of government functions.After the 1980 s,the rise of government decentralization and market-oriented reforms around the world provides better public services to the public and promotes the development of government service functions.Next is obstructive factor,including ideological concepts and institution.At the beginning of the 21 st century,the Chinese government proposed to build a service government.However,the government's sense of service has not yet been formed.In addition,the legal system for the government to perform its functions reasonably and efficiently needs to be improved.The performance appraisal mechanism and the accountability system is not sound enough.These factors restrict the successful transformation of government functions.The transformation of government functions has following problems: lack of macro planning,imbalanced government function structure,too much weight on economicfunction,excessive administrative intervention,absence of supervision,inadequate investment in public services.The transformation of government functions can start from the following key parts: The supply of government public services should be diversified to give full play to the market entity and social organizations and achieve governance objectives through consultation and cooperation.Administrative examination and approval systems should be reformed so as to reduce interference in the market and society;government functions will be transformed and reduces regulation on market and society;government oversight function and service functions will be strengthened.By improving the legal system,accountability mechanism,performance appraisal mechanism,the direction of government functions can be assured to meet the requirements of the modern state governance system.
