Research On The Optimization Of Government Functions Of County F In Shaanxi Province From The Perspective Of Modernization Of Governance Capabilities

Since the Third Plenary Session of the Eighteenth Central Committee sounded the trumpet of "promoting the modernization of national governance system and governance capacity",more and more studies have been carried out around this core issue.In the report of the Nineteenth National Congress of the CPC,General Secretary Xi Jinping demanded that "we should build a pattern of social governance of co-construction,co-governance and sharing,and improve the level of socialization,legalization,intellectualization and specialization of social governance." It can be imagined that promoting the modernization of govermance system and governance capacity will become the focus of social governance reform in the future.The research on social governance should choose the perspective of governance capacity modernization.China's county society is the integration of towns and cities,and the optimization of its functions directly affects the transformation and progress of towns and cities.The study of county government can reflect the operation and change of the whole system more comprehensively.Through the evolution of county government functions,we can also see the process of China's construction and growth as a modem country.In the past 40 years of reform and opening up,the level of urbanization in China has increased three times,which is closely related to the accurate positioning and effective realization of the functions of most county govermments in China.In this paper,the object of study is identified as the bridgehead in the Western Region-Shaanxi Province,and F counties,one of the top ten counties in Shaanxi Province,are selected as the object of study to optimize their government functions.Through literature analysis,interviews and case studies,comparative research and other methods to promote research.At the beginning of this paper,the research background will be analyzed from the national policy level to the local status level,and the particularity of F County as a case will be clarified from both positive and negative aspects.Secondly,it combs the development of governance theory and government functions theory,and deconstructs the real meaning of modernization of governance capacity through four dimensions:administration according to law,comprehensive reform,efficiency first and cooperative governance.In addition,this paper breaks through the stereotype of "positioning+realization" as the framework of county government functions,finds the framework support for F county government functions optimization,and then further elaborates the logical relationship between the modernization of governance capacity and county government functions:the continuous optimization of county government functions is the key measure to help realize the modernization of govermance capacity,and the promotion of governance capacity modernization.It has made clear the direction for the optimization of county-level government functions.And then return to reality,analyze the evolution path of F county government functions since the founding of the People's Republic of China and the basic characteristics of F county government functions under the framework of "positioning+realization":arbitrariness,diversity,decentralization and pragmatism,among which diversity and pragmatism are the characteristics of F county government functions positioning,arbitrariness and decentralization are the characteristics of F county government functions.Since the beginning of the new era,the complexity of society has been increasing,and the requirement of innovative social governance has been put forward.As the main body of social governance,the governnent should undertake the mission of deconstructing and explaining this issue.On the contrary,there are four kinds of problems in the positioning and realization of the functions of county government in F under the perspective of modernization of governance capacity.These problems are due to the unreal foundation of administrative thinking according to law,the lack of overall promotion of administrative reform,the improvement of efficiency of path dependence,and the pursuit of interests and their realities.Now disjoints and other reasons are becoming more and more serious.The contrast between external requirements and internal motivation points to the urgent need to optimize the functions of F county government in the perspective of modernization of governance capacity.Finally,it comes to the main body of this paper:draw experience from the optimization process of government functions at the same level at home and abroad,and explore the path of F county government functions optimization by comparing the problems.Based on this,this paper proposes to optimize the functions of F county government from four aspects:rule of law,reform,efficiency improvement and cooperation.Guided by the four major objectives of the modernization of govermance capacity,the county government functions should be guided to change from the corresponding perspective,based on the perspective of grass-roots government,to assist the early realization of the modernization of national governance capacity and governance system.
