Research On The Influence Of Government Behavior On The Employment Ability Of Land-lost Farmers Caused By Disasters

China is a country with frequent natural disasters.Natural disasters cause loss of personnel,crop failure and land damage.Farmers in the affected areas will inevitably face the problem of re-employment after the loss of land.And the core key to the employment problem is the employment capacity of the employment subject.Because of the long-term agricultural production of farmers who have lost their land and the low overall level of employability,they are less competitive in the job market.Because the peasant group has special group characteristics because of the disaster,the role played by the government here is very important.By combing the domestic and foreign literatures,referring to Fugate's Employment Ability Evaluation Index System,selecting the “8·8”Jiuzhaigou earthquake as a research sample,and constructing the employment ability model of four dimensions of professional identity,individual adaptability,human capital and social capital,this paper explores the employability status of this particular group at this stage.At the same time,through the perception of the research object and the collection of realistic data,this paper analyzes the behavior of our government in the promotion of the employment ability of the peasants due to the disaster.Through the use of AMOS to establish a structural equation model for empirical analysis,this paper studies the government behavior in the improvement of employability of land-losing farmers.This paper has the following conclusions: the Government has a significant positive correlation between the professional identity and individual adaptability of the landless peasants due to the disaster;the behavior of government employment skills training has a significant positive correlation with the professional identity,individual adaptability,human capital and social capital of landless peasants;the government employment guarantee behavior has significant positive correlation with the professional identity,individual adaptability,human capital and social capital of landless peasants.Finally,combining three typical government behaviors from the three angles of social security system,employment skills training and employment Service system,this paper puts forward the following policy suggestions: perfecting the Social security system in the affected areas and relieving the worries of the peasants because of the disaster;perfecting the government skills training behavior and improving the human capital of the landless peasants;constructing the employment service system and promoting the employment of landless farmers due to disasters.
