Research On The Problems And Countermeasures Of Rural Grassroots Corruption In L City

The grass-roots units are the forefront of the Party's exercising the power in the interest of its people,the basis for the implementation of the Party's line,principles,policies and decision-making deployment,and the most fundamental and basic guarantee for the Party to govern and rejuvenate the country.In recent years,the problem of corruption among Party members and cadres at the grass-roots level in rural areas has continued to rise,and the total amount remains high,seriously damaging the image of the Party and the government,destroying social fairness and justice and impacting the harmony and stability of the grass-roots society.Therefore,the research on rural grass-roots corruption and its prevention and control is of great significance.On the basis of extensively collecting domestic and foreign anti-corruption theories and based on the actual work of anti-corruption and building a clean government by the discipline inspection commission and supervision commission of L city,zhejiang province,this paper summarizes the situation and prominent problems of anti-corruption at the rural grassroots level in L city through case study,field investigation and statistical analysis,and puts forward corresponding countermeasures and Suggestions.This paper consists of six parts.The first part elaborates the background of the topic and the significance of the research,summarizes and comments on the research theories of anti-corruption at home and abroad,and thus lays a foundation for the research ideas and methods of this paper.The second part elaborates the relevant concepts and connotations of this paper on rural grassroots,rural grassroots corruption and the construction of clean villages,and summarizes the research theories on rural grassroots corruption involved in this paper,including rent-seeking theory,public organization theory,rational choice theory,hierarchy of needs theory,etc.The third part,the paper expounds the status quo of rural grassroots corruption L city,including L city in recent years to take the anti-corruption measures and rural grassroots situation analysis,in the form of case analysis summarizes five kinds of prominent discipline problems,namely,in violation of the provisions of the central eight mental problems,in violation of the provisions of the rural "three-capital" management problems,the livelihood of the people(poverty)money in corruption,corruption in the construction of the project and rural infrastructure room of corruption.The fourth part,combined with the status quo and prominent problems of rural corruption in L city,summarizes and analyzes the causes of the problems.The fifth part,separately from the United States,Germany,Singapore's anti-corruption efforts,and the opinion,domestic areas such as denzhou,jiangsu,ninghai about rural grassroots innovation practice of anti-corruption work,put forward the common corruption,such as establishing and perfecting the system of anti-corruption,establish anti-corruption organization,give full play to the supervision of media opinion,strict selection and management of public officials.The sixth part,according to current situation of rural grassroots corruption L city,put forward to strengthen the construction of the contingent of rural grassroots cadres,improve the system of rural grassroots construction,implement the party's style of the cultivation of clean government responsibility,promote clean village "two" four aspects in the construction of the specific countermeasures,in order to promote the L city prevent and curb corruption rural grassroots research,realize the innovation in practice.Finally,this paper summarizes the research results and concludes that since the 18th national congress of the communist party of China,discipline inspection and supervision organs at all levels,from the central to the local level,have continuously strengthened their efforts in fighting against corruption,and have achieved remarkable results in fighting corruption,which has formed a strong deterrent effect in the whole party and society.However,while recognizing the achievements,we must also be soberly aware that the situation of grassroots anti-corruption work in rural areas is still serious,the soil that breeds corruption still exists,and the task of comprehensively enforcing strict party governance is still a long and arduous task.As put forward in the report of the 19th CPC national congress,"only with the tenacity and persistence of anti-corruption forever on the road,deepening the treatment of both symptoms and root causes,and ensuring the integrity of cadres,clean government and political clarity,can we break out of the historical periodic rate and ensure the long-term stability of the party and the country."...
