Human resource service industry is an important part of modern service industry.It plays an increasingly important role in promoting social and economic development,rationally allocating human resources,effectively solving employment problems and adjusting industrial structure.The government plays a very important role in the development of human resources service industry.It should not only provide human resources public services,but also supervise the human resources service market,and promote the development of human resources service industry.In recent years,under the active guidance of Yancheng government,the development of human resources service industry in Yancheng City has achieved certain results.But compared with the requirements of current economic and social development,the development level of human resources service industry in Yancheng City still has a big gap compared with the developed areas inside and outside the province,and it is promoting the development of human resources service industry.In the course of the exhibition,the functions of Yancheng government and related departments need to be further improved.Based on the new public management theory,market failure theory and government function theory,combined with the development status of Yancheng human resources service industry,this paper summarizes the achievements and shortcomings of Yancheng government in the development of human resources service industry by empirical investigation method,and uses literature research method and case analysis method to find out the reasons for the shortcomings.Based on the above analysis and related theories,this paper puts forward the countermeasures and suggestions for Yancheng government to improve its function,which are:clarifying the boundary between the government and the human resources service market;strengthening the support and guidance of the human resources service industry;improving the supervision system of the human resources service market;and strengthening the industrial agglomeration construction of the human resources service industry.In addition,in view of the phenomenon of small scale and low quality of human resources service enterprises in Yancheng,this paper also analyses the human resources industrial park in Yancheng,pointing out the shortcomings in the development of the industrial park and providing improvement measures.
