Research On The Existing Problems And Countermeasures Of Government Functions Of Ziliujing Industrial Park Management Committee

Industrial Park is an important carrier to integrate production factor resources and promote the development of industrial agglomeration.In recent years,in order to speed up the reform and opening up and economic development,China has made great efforts to layout and build national industrial parks.Provinces(cities,districts)have also actively established various industrial parks according to their own development needs and industrial characteristics,and the number of parks has exploded.According to statistics,by the end of 2018,there were 219 national economic and technological development zones,168 national high-tech industrial development zones,more than1200 provincial development zones and more than 22000 industrial parks below the provincial level.Although industrial parks have strongly promoted the local economic development and urbanization process,in practice,most of the parks,especially the small grass-roots parks at county(District)level,are in a state of inefficient operation and disorderly competition all the year round.The local government often invests a large proportion of fiscal and tax revenue in the construction of the parks,but it is unable to manage the parks scientifically,and it is difficult to fully,moderately and appropriately manage the parks in the development of the parks The result of development is not satisfactory.Social and economic development has entered a new normal,especially after the Fourth Plenary Session of the 19 th CPC Central Committee.Under the background of the Party Central Committee system deployment and optimization of government responsibility system,the development of industrial parks is facing a new test.As the main Department of park management,park management committee plays an important role in economic construction and effective performance of government functions.Based on the background that China's economy has entered the new normal and the transition period from high-speed development to high-quality development,this paper analyzes the theoretical and practical significance of the optimization of the performance of the functions of industrial parks.By studying the relevant literature at home and abroad,this paper summarizes the views related to industrial parks,government functions,and functional transformation,and determines the research content,research methods of this paper.Explain the concepts and theories involved in this paper,such as industrial park,government function,function transformation,new public service,service-oriented government and so on.Through questionnaires and interviews,this paper summarizes the functions of the Management Committee of Ziliujing Industrial Park in the development process of the park,analyzes the problems of the management committee in the three stages before the 18 th CPC National Congress,during the period from the 18 th CPC National Congress to the Fourth Plenary Session of the 19 th CPC Central Committee,and after the Fourth Plenary Session of the19 th CPC Central Committee,and analyzes the reasons.Combined with the relevant requirements of the Fourth Plenary Session of the 19 th CPC Central Committee on optimizing the government responsibility system,according to the basic situation of Ziliujing Industrial Park,this paper puts forward some suggestions on optimizing the operation organization,strengthening the economic regulation function,improving the market supervision system,innovating the social management mode,improving the public service function,strengthening the ecological governance,strengthening the land security,optimizing the business environment and so on.In order to facilitate the development of Ziliujing Industrial Park,and to provide a useful reference for other domestic county industrial parks to perform their functions optimization.
