Human Resource Services is built around human resources, management,development of production-related services to provide service industries, modernservice industry in the emerging important category and one of the most dynamicindustries, which directly reflects the level of development of a country or region humanresources development and utilization levels. In recent years, Jiangsu Province, therapid development of human resources services, multi-level, diversified services system,the service function gradually improved, significantly improved service capacity,market management increasingly strengthened in the implementation of science andtalent strategy and employment priority strategies played an important role. However,the province’s human resources services also exist overall strength is not strong,small-scale industry, international competitiveness is weak, subject to furtherstandardize the market order and other issues.2012, Jiangsu Provincial Office,Provincial General Office jointly issued "on accelerating the development of humanresources service industry opinions"(Su Ban Fa [2012] No.22), which is the first by theprovincial party committee and government the introduction of the development ofhuman resources services normative documents, human resource services for speedingup the development of Jiangsu significance.
