Research On Government’s Functions In The Development Of County Industrial Park

In county industrial park development process, the county government has always played an important role. In China’s New Normal, the county industrial park needs new thinking, new action and new development. The government has an important role in the development of county Industrial park, should amount to something. Definiting government’s functions can not only give full play to the decisive role of market on allocation of resources, but also better play the role of government, and how to promote the healthy, steady and sustainable development of county Industrial park scientifically and effectively has become the important content of current government.In order to define the government functions scientifically and rationally, and ensure the government’s functions in promoting the development of county industrial park accurately, under the guidance of the theories of the relationship between government and market and so on, this thesis analyzed the government’s functions in the development of county industrial park in the new normal. In case of industrial park of Lianjiang county, it investigated the cognition and satisfaction of the government behavior to promote the development of parks with the enterprises. It showed that enterprises believed that the government functions remained to be strengthen in the construction of the current park, such as the investment environment, government affairs environment and supporting services, then analyzed the problems and the reasons, such as lack of innovation in guidance function, lack of persistency in service function, lack of coordination in management function. Furthermore, it found the entry point to improve the government with the scientific orientation of industrial layout, providing the normal service and achieving "effective government" transformation. Through the analysis of behavior of the domestic and foreign government to promote the industrial park, we can draw on the experience. According to that, it concluded that the county government must adjust measures to local conditions, the effective behaviors of county government are the primary impetus of park development, and the county government should keep the dynamic and innovative thought, then the author put forward measures and suggestions to optimize the government function.This thesis is divided into four parts:The first part is the theory explanation. Mainly to summary the development of county industrial park theory, county government function theory, focused on analyzing the affect and function of the county government in the development of industrial parks.The second part is the empirical analysis. On the basis of the case analysis of how Lianjiang county government acts on the development of the four major industrial parks, it analyzed the behavior of Lianjiang county government through the questionnaire survey, and further analied the reasons of lack of functions. Studies have shown that the mainly reasons are as follows:lack of innovation in guidance function, lack of persistency in service function, lack of coordination in management function, it mainly due to backward in concept, lack of development elements, management problems and so on.The third part is the experience reference. Through to comparison of experience of domestic and foreign government in promoting the industrial park development, drawing on the experience of the government behavior of Singapore, Japan, Taiwan Industrial Park, the third part provided experience to help the county government effect on the park’s development more scientific and efficient.The fourth part is countermeasures and suggestions. It shows that, with the purpose of optimizing the county government in the development of industrial parks, we should follow three principles:innovative thinking of park development, multi-lateral cooperation in the industrial park construction, the establishment of development thinking. At the same time, they should strengthen the guidance and service functions of the government, and change the management functions scientifically. According to that, the county government can help the Industrial Park achieve sustainable growth.
