Research On The Anti-corruption Reporting Platform Under The Background Of Discipline Inspection And Supervision System Reform

Since the 18 th National Congress of the Communist Party of China(CPC),the CPC Central Committee,with Xi Jinping as the core,has continuously deepened the reform of the discipline inspection and supervision system and promoted the improvement of the party and state supervision system.The experience of anti-corruption struggle in recent years has proved that public report is an important means to discover the violation of discipline and law,and it is also the main way for citizens to participate in public supervision.The report of the19 th CPC National Congress proposes to "build a reporting platform covering the discipline inspection and supervision system," so as to provide convenient and efficient channels for masses supervision.It is of great significance to study the construction of the reporting platform,to strengthen the construction of party style and clean government,to promote the harmonious relationship between the party and the masses and to maintain social stability.The construction of the reporting platform is not only the internal requirement of deepening the reform of discipline inspection and supervision system,but also an important measure to improve the scientific level of the reporting work of disciplinary inspection and supervision.In order to comply with the new era and new requirements,all the provinces and cities in the whole country,including Jiangsu Province and Yunnan Province,have planned to build a reporting platform and achieved initial results.Based on the Marxist theory of mass supervision,this paper analyzes the concrete practice of the construction of the reporting platform in China,and summarizes the existing problems.For example,it is difficult for the platform to handle complex cases,the platform has defects in management and operation,the service quality of the platform is uneven,and the application of platform information technology is limited.The main reason is that the traditional idea hinders the innovation of the supervision idea,the system environment of citizen participating in the report is lack,and the investment of the report platform construction is insufficient.To deal with these problems,first of all,we should reshape the social concept and guide the public to actively participate in the mass reporting;secondly,it is necessary to perfect the legal system construction of whistleblower protection and incentive;Thirdly,we should improve the working mechanism of the platform,such as the receiving and feedback mechanism of the reporting information,etc.Finally,we should increase the funds,the input of the technology and the publicity of the clean culture.With the rapid development of new media technology and the continuous promotion of discipline inspection and supervision work,no matter the collection and summary of the report clues,or the acceptance and feedback of the reported cases,it is inseparable from an efficient and unified reporting platform.In order to consolidate and deepen the achievements of the party's work in building a clean government and fighting against corruption,as well as to further improve the scientific level of the work of disciplinary inspection and supervision system,it is imperative to perfect the construction of the reporting platform.
