Research On China's Participation In Cooperative Governance Of Arctic Route Safety Guarantee

At present,as the global climate continues to warm up,the Arctic ice is also gradually melting.On the one hand,it brings climate change,sea level rise and other crises to the world,on the other hand,it also derives a new route-the Arctic route.Since 2016,more and more ships have successfully completed their passage on the Arctic route every year,and their economic advantages have become more prominent.The Arctic route has gradually become the object of competition for the interests of all countries and occupies an important position in the marine development strategies of all countries.It can be said that in the future,whoever controls the Arctic route will grasp the new maritime economic corridor of the world,so China must not miss this historic opportunity.However,China is not a country in the Arctic region,so it is difficult to participate in the relevant Arctic affairs directly.Especially under the current Arctic governance pattern,the "Eight Arctic States" have always firmly grasped the dominance of the Arctic affairs.Utilizing the public goods attribute of Arctic route safety guarantee,expanding the supply of security public goods to the Arctic channel is not only conducive to the realization of our Arctic policy objectives,but also in line with the interests of countries in the Arctic region.Therefore,it is of great theoretical and practical significance to study the cooperative governance of the Arctic route safety guarantee for the development and utilization of the Arctic route.Based on the cooperative governance theory and non-zero-sum game theory,this paper studies the cooperative governance of China's participation in the Arctic route security by means of literature research,questionnaire survey,interview and analytic hierarchy process.Based on the analysis of the current situation of cooperation governance of Arctic route safety and security,the present situation of China's participation in cooperation governance and the problems faced by further participation in cooperation governance,and referring to the opinions of experts in the field of Arctic route,combined with the existing domestic and foreign literature,the factors affecting China's participation in cooperation governance of Arctic route safety and security are summarized into 5 categories and 14 factors,and the impact is established accordingly.The influencing factors system of China's participation in cooperative governance of Arctic route safety and security.Secondly,by issuing questionnaires on the importance of factors affecting China's participation in cooperative governance of Arctic route safety and security,the weights of each index are determined by analytic hierarchy process(AHP)according to experts'scoring situation,and several factors that have the greatest impact on China's participation in cooperative governance of Arctic route safety and security are analyzed through the results of weights.Finally,according to the importance of each influencing factor ranking,combined with the actual situation,from the main relationship of cooperative governance,security objectives and needs,legal rules,geopolitics four aspects,put forward targeted participation countermeasures and suggestions,for our country to participate in the Arctic route security cooperation governance work constructive countermeasures and suggestions.
