Research On Evaluation And Promotion Of China’s Arctic Route Public Security Capacity

Maintaining social public safety is the foundation of a country’s economic development.There are many areas involved in public security issues.It is the responsibility of the government to protect the public security of the country.In recent years,with the continuous development of China’s marine economy,the Arctic route has gradually entered the people’s field of vision as an emerging sea route.Compared with the traditional sea route,it has shortened the sea distance between China and Europe and North America.A large number of voyage costs and shipping time have played a key role in the rapid development of China’s marine economy.However,due to the complexity of the environment in the Arctic route,a series of public safety issues are inevitably arisen,such as the harsh natural environment,inadequate navigation support equipment and geopolitical exclusion.This series of public safety issues also puts forward higher and more challenging requirements for the public security capability of China’s Arctic routes.Therefore,scientifically assessing China’s arctic route public security capacity and finding out the weak links of public safety support capabilities of China’s Arctic routes has strong theoretical value and practical guiding significance.This article is mainly divided into the following parts.Firstly,by analyzing the current situation China’s arctic route public security capacity,and drawing on the existing research results on the public security capacity of the Arctic routes at home and abroad,the public security capacity of China’s Arctic routes are divided into maritime security service capabilities,cooperative governance capabilities,Navigation support technology research and development capabilities,military reserve capacity four capabilities.And to determine the secondary evaluation index system of public security capacity of China’s Arctic routes.Secondly,through the issuance of the questionnaire on the weight of public security support capabilities of China’s Arctic routes,according to the survey results,the weight of each index is calculated by analytic hierarchy process.Finally,using the method of fuzzy comprehensive evaluation,the public security capability of China’s Arctic routes is evaluated at different levels,and the final evaluation results are obtained.Based on the evaluation results,the countermeasures to improve the public security capability of China’s Arctic routes are put forward.
