Research On Statistical Data Quality Management Of Local Governments In China

Government statistics is an important link in the government's public management,and government statistics are also an important basis for government decision-making.The quality of government statistics is not only related to the authority and credibility of government departments,but also affects the correctness,objectivity and scientificity of government decision-making,as well as the judgment of social and economic situation of enterprises and institutions.It directly or indirectly affects the development of national economy.Especially the judgment of enterprises on economic form.In the current new normal of China's economic development,the government statistical work is facing many opportunities and challenges.In order to adapt to the new normal development,the government statistical work has put forward higher and more updated requirements.In the past 40 years of reform and opening-up,China has made many useful attempts in the development of government statistics,which has achieved some results.However,the frequent cases of statistical fraud and queries surrounding various government statistics throughout the country reflect that there is still room for improvement in the quality of government statistics.The quality of government statistical data has always been the core issue around the reform of statistical work,which is the "lifeline" of government statistical work.Under the new normal of the economy,government statistics are attracting more and more attention from the society.It is of more and more importance to improve the quality of statistics.This paper summarizes the status quo of domestic and foreign research on the quality of government statistical data,and studies the problems of the quality management of government statistical data in China by using literature research method and case analysis method.Firstly,it expounds the related concepts and theoretical basis of government statistical data quality management.Second,in T city X area,for example in this paper,the local government statistical data quality management status in China,summarized has analyzed our country local government statistical data quality management problems and causes of the problem basically has:statistical independence is poorer,statistics caliber inconsistent,source data quality is not high,statistics law enforcement is weak,and accordingly from the statistical management system,the method of statistical system and basic work and statistical rule of level four aspects to analyze the causes.On this basis,it introduces the practices and advanced experience of the United States,Germany,Canada and other countries in the quality management of government statistical data.Finally,combined with the actual situation of our country,put forward countermeasures and Suggestions for the quality management of local government statistical data in our country:reform the government statistical management system,promote the construction of statistical system and method system,strengthen the basic construction of statistical work at the grassroots level,and strengthen the construction of statistical legalization.
