Government Statistics, as the important public function of Government, which is an integral part of the social information system and also an important basis for macro-control and other decisions of the Government. Government Statistics as the most direct outcome of government statistical work, represents not only the image of the statistical departments, but also reflects the credibility and integrity of country. Quality of government statistics directly affects the government’s judgments of the situation and the decision-making, also have a significant impact for corporate decision-making at the micro-level. Due to certain systematic and institutional reasons, China’s current Government Statistics, especially the scientific and precise statistics issues on local government statistics is far from the actual needs of social and economic development as well as the basic requirements of the public.This thesis took literature research, empirical research, qualitative analysis research as the method of combining to analyze the evolution and the present status of Government Statistics System and Data Quality Management, focusing on analyzing the problems and reasons of current data quality, and to this for point, introducing the practice of Western countries in the relevant government statistics and data quality management and summarizing their experience & methods which are worth learning. Finally, taking the target of improving the quality of local government statistics, putting forward a set of exploratory basic model for government statistics management system, offering proposals from reforming management system, improving law system, improving survey system, implementing government statistical data quality management system, perfecting evaluation system etc., hoping to provide some theoretical supports for government statistical data quality improvement.
