Research On Governance Concept Of Local Government Based On Entrepreneurship

There are so many problems in local government governance that restrict local development.How to solve these problems?Public organization is more independent and non-competitive than the private department in terms of organizational characteristics.The purpose of the public department is to seek public interests,so it is pale in results-oriented and creating new values.Entrepreneurship is an intangible resource.It is a spirit of pursuing maximum efficiency and effectiveness.The public area can learn the management model from the more efficient private enterprises.The model can change the inefficient and bureaucratic local governments and government agencies,and it make local governments could maximize the public functions to build a new type of high efficient governments.The meaning of applying the entrepreneurial spirit into the public is to implant some management methodologies about the innovation consciousness of entrepreneur,forging ahead,pursuing quality and paying attention to service value into the government sector,so it could reform and innovate the government sector,make it rejuvenated,reverse the government would evolve worsen,go inefficient or even declining,and it could obtain new resources and values in terms of focusing on improving the quality of public services provided by the government,and giving the government administrative capability that can solve complex and diverse social problems.Many scholars believe that applying the entrepreneurial spirit into the public sector is an effective strategy in order to solve various problems and meet diverse administrative needs.According to analyze and research the related researches on entrepreneurial spirit in the public department,scholars believe that the degree of entrepreneurship in the government department is affected by the organization' s internal structural characteristics,cultural characteristics,leadership,environment,pursuit and values,and other organizational and individual factors.Based on the current public area entrepreneurship theory and research,this paper extendedly quotes the entrepreneurial factors from the entrepreneurship scale which developed by the Korean Youth Entrepreneur Consortium.The paper analyzes and researches problems and solutions of local governments in the process of social governance and provision of public services,it is mainly from the four perspectives of innovation consciousness,enterprising spirit,leadership and values.
