Governmental non-permanent institution as well as governmental permanent institution is administrative organization established by the government in order to smoothly fulfill governmental responsibilities and serve the people. Governmental non-permanent institution is established when governmental permanent institution is in face of unavoidable hysteresis and inertia and market economy and social have more expectation on governmental behavior. The governmental non-permanent institution plays important role at the beginning that governmental non-permanent institution is considered as a new means to adjust to administrative government:improving the governmental efficiency by means of getting exclusive authority, fulfilling special responsibility with Personnel arrangement to concentrate resource. For instance, the state council established preventing and controlling SARS agency in 2003, the agency took crucial action to combat SARS and made great contribution to preventing and controlling SARS. Governmental non-permanent institution is popular with the government at all levels for its technicality, timeliness and convenience, the number of governmental non-permanent institution is rising.But there is alienation in the process of development of governmental non-permanent institution because of imperfect governmental institution,the lack of law regulation and loopholes in system, such as, some governmental non-permanent institutions become governmental permanent institution, some governmental non-permanent institutions just exist in name and commit black box operation, they bring institutional expansion,redundant personnel, confused finance, embezzlement corruption and power rent-seeking to governmental non-permanent institution. These problems have negative influence on the government to fulfill responsibility, decline administrative efficiency, harm government image. Therefore, it is necessary to take action to improve governmental non-permanent institution and attach importance to its governance and reform.Based on the explanation of objective necessity, realistic meaning and legality of governmental non-permanent institution, from the perspective of governance theory, especially the theory of the diversification of social management actor, I suggest in this essay that bring the organizations which are out of government in deciding and giving service to social; strength the government's power of coordination, holding the direction and integration. The government should transfer some responsibilities which are viewed as governmental responsibilities before to the society, play the role as the capti-on to provide principal guide and advice, bring the market mechanism into full play, create opportunities for the people to participate in political affairs, put the idea" people first" into practice in a practical way.The combination of the characteristic of governmental non-permanent institution with the advantage of the market economy will give rise to institutional innovation and open anther door to serve both government and the people.
