Since China Tobacco monopoly system established in the 1980 s,the tobacco industry in China is a unified leadership and vertical management of monopoly management system.Its main expression is mainly monopoly management and monopoly sales.For a long time,through unified leadership,vertical tobacco company at the county level shall bear the main executive function of cigarette sales and monopoly market management,greatly played a monopoly advantage.Through the sales of tobacco products which creates profit in come and give back to society totally.For another side,in the administrative licensing in such aspects as market regulation and active,which have created a virtuous cycle for market development.Along with the evolution of China economic development and the rule of law construction,tobacco monopoly system,in both social and legal fields,is getting more attention and controversy.Simplifying the implementation of government affairs at the same time,with Zhejiang“ Run once only” as the highlight of engineering,rapid conduction process will inevitably brought pressure to the examination and approval,and increase the risk of monopoly market supervision and law enforcement for subsequent.At the same time,the popularity of Internet electricity business,the convenience of electronic clearing and the express delivery in high-speed development boring many new problems to monopoly law enforcement.In recent years,when facing challenge,China Tobacco Zhejiang Company has improved the self-restraint mechanism,strengthen the risk prevention capability in the business process,and promote the healthy and sustainable development of the company,the company started the internal control system construction project in early 2015.from inside to outside to meet the challenge of the new situation.In this paper,from the perspective of tobacco monopoly system,explore the theoretical and practical significance of monopoly administration law enforcement.Given the monopoly law enforcement in the blank in the field of research both at home and abroad,by combining specific bureau for the unit at the county level,to carry out the research study,explore the new situation,monopoly law enforcement problems and the insufficiency.By early literature research,quantitative analysis and qualitative analysis,and combining with a large number of case analysis,what has been raised in this paper are followed: Firstly is to strengthen the construction of the administrative enforcement capacity of tobacco monopoly teams;Secondly is to improve the external environment of tobacco monopoly administrative enforcement;Thirdly is to deepen the law enforcement cooperation mechanism between tobacco and other departments;Fourth is to strengthen the internal monopoly management and supervision;Fifth to create a new mode of "Internet + monopoly law enforcement".
