From Participation To Integration:research On Dilemmas And Strategies Of Urban Dibao Recipents' Social Participation

As the core institutional arrangement of the urban social assistance system,the Minimum Living Guarantee System for Urban Residents has helped countless urban poor families to tide over the poverty crisis,and made irreplaceable contributions to achieving social fairness and justice,as well as maintaining a healthy society.Due to various reasons,to a certain extent,the implementation of the Minimum Living Guarantee policies for urban residents only meets the most basic material needs of urban Dibao recipients,ignoring their needs to participate and integrate into society,and realize social integration.In reality,the urban Dibao recipients are in a marginalized situation,lack of social participation in various aspects,and gradually separated from the mainstream society in the overall trend.This dissertation takes Sub-district L in Beijing as the object of study,and obtains a large amount of first-hand data through questionnaire survey and semi-structured interviews through three-month household visiting.Based on the existing related research and according to the actual conditions of the group,this study explores the social participation status of urban Dibao recipients in Sub-district L from the three dimensions of labor market participation,interpersonal communication and social activities.The study finds that the overall degree of employment participation of the urban Dibao recipients in Sub-district L is low,there are such situations as their employment is blocked and their willingness to actively work is not strong.In terms of interpersonal communication,the daily leisure of urban Dibao recipients in Sub-district L tends to be self-enclosed and the frequentness of their interpersonal activities is relatively low,and their main social interaction networks shows greater homogeneity.In terms of participation in social activities,urban Dibao recipients in Sub-district L have less willingness to know different information,and they are lack of participations in community activities and social group activities.In view of the above problems,this study has carried out in-depth and detailed exploration of the factors related to the social participation of the group from the two aspects of internal urban Dibao recipient individuals and external government and society.Based on the description of the dilemmas and the reasons for social participation of urban Dibao recipients in Sub-district L,this dissertation proposes specific suggestions such as establishing social participation concept,enhancing social participation capacities,building social participation platform and constructing social participation atmosphere,so as to improve the urban Dibao recipients' social participation all-round and accelerates social integration.
