With the deepening of the concept of accessibility and the continuous development of the people,barrier-free audiences are no longer limited to people with disabilities,but also include the elderly,pregnant women and infants,and even reach every member of society.Among them,the number of the disabled and the elderly reached 85 million and 250 million,respectively.This means that China has a large accessible audience,but China's barrier-free construction started late,and the State Council only issued a document in 1989 to start the work of barrier-free construction.It started late,so there are many urgent improvements in China's legislation.At present,the level of effectiveness of the special legislation on barrier-free access in China only stays at the level of administrative regulations,and the level of effectiveness is relatively low;aspects such as accessible buildings on barrier-free construction,employment of persons with disabilities,accessibility to education,and information accessibility are scattered in various departmental laws and administrations.Among the laws and regulations,as an important aspect of barrier-free construction,China currently does not have a special employment law for disabled people,special education law and information accessibility law;the purpose of building barrier-free is to provide a humanized social environment for the disabled,the public The degree of participation determines the humanization,scientization and democratization of barrier-free legal norms to a certain extent,but there is still much room for improvement in public participation in China;in the end,for the relief of rights and interests in all aspects of life,our country's relief channels appear to be single and weak.Often,many infringements of rights and interests cannot find an effective solution,making it more difficult for people with disabilities who are already vulnerable groups to receive rights relief.Although there are still many problems in China's barrier-free construction,we are looking abroad to find solutions that we can refer to.Many European and American countries have established a relatively mature and complete barrier-free legislative system,and the United Kingdom is one of the first European countries to start building barrier-free.The UK ' s Equality Act stipulates laws and regulations concerning access to buildings,employment of persons with disabilities,education and information accessibility.From thedefinition of "disability" to the rights and obligations of all parties,to sanctions,the bill provides clear provisions.In order to guarantee the employment of disabled people in the UK,the operator 's “reasonable convenience” obligations were stipulated,and an employment court was established;in order to protect the special education needs of children with disabilities,a complete “ special education needs plan ” was developed;Information,developed guidelines on accessibility design for government websites,etc.The rights of persons with disabilities are not only protected by judicial and administrative organs,but also non-governmental organizations and groups have greatly exerted the power of all sectors of society to assist volunteers with disabilities,forming a powerful supplement.The barrier-free legislation in the UK is of a high level,which is both specialized and comprehensive,and involves multiple areas of barrier-free access.In terms of rights relief,there are multiple protection channels for judicial and administrative organs.Whether it is static legislation or dynamic law enforcement,it is worthy of study and reference for our country.By combing the British legislative system,the author analyzes the current situation and implementation effect of legislation in the light of the actual case of the United Kingdom,and analyzes the relevant factors of its consideration,so as to provide reference and inspiration for the construction of barrier-free in China.
