Research On Government Action In The Material Barrier-free Environment Construction In Public Areas

With the rapid development of national economy,the level of urban construction and development is also rising rapidly.At the same time,the people proposed higher demands of the living environment.The service objects of the material barrier-free environment are developed from the disabled people to all citizens,the construction and development of the material barrier-free environment should be integrated with the construction of municipal infrastructure,incorporated into the urban development plan,improving the quality of life and the image of the city.At present,the construction and development level of material barrier-free environment in Qingyang District obviously does not match with the level of urban infrastructure construction and spiritual civilization construction.It is still in the stage of serving the disabled and the old people,showing fragmented development and has not yet formed a systematic material barrier-free environment.Improving the effective supply of material barrier-free environment products,which is not only to improve the overall level of public products supply,but also to speed up the construction of a well-off society in an all-round way,promote social equity and justice,meet the needs of all citizens based on the basis of safeguarding and improving the rights and interests of the disabled,therefore is very necessary to study how to enhance the level of material barrier-free environment construction.Based on the meaning and current situation of barrier-free environment construction,this paper analyzes and studies the current situation of material barrier-free environment construction in public space in Qingyang District from government action,discusses the existing problems,and tries to put forward feasible countermeasures to improve the level of material barrier-free environment construction in Qingyang District.The full-text is composed by six chapters.The main framework is as follows:The first chapter briefly introduces the research background,purpose,significance and methods of barrier-free environment construction.The second chapter introduces the concept related to material barrier-free environment construction,defines the service object,and expounds the scientific theories involved in this paper.The third chapter analyzes the property of public goods of material barrier-free environment based on the theory of public goods,builds the framework of government action,which includes five dimensions of planning,guidance,service,management and supervision based on the new public service theory and the theory of service-oriented government.The fourth chapter introduces the present situation,reviews the growing course and analyzes the government action of material barrier-free environment construction in Qingyang District.The fifth chapter discusses the rationality and usability of barrier-free facilities,and the citizens’ awareness of material barrier-free environment construction;analyzes causes of the problems from the aspects of government service function transformation,policy formulation,implementation and supervision of government action of material barrier-free environment.On the basis of the above analysis,the sixth chapter puts forward countermeasures and suggestions to improve the government action in the material barrier-free environment construction in Qingyang District.
