Study On Government Responsibilities To Improve And Optimize The Business Environment

Improving and optimizing the business environment to promote the prosperity of market economy has gradually become the consensus of all countries in the world.In recent years,China has made great efforts to improve the business environment of small and medium-sized enterprises.The ranking of ease of doing business in the world continues to rise.In the early stage,China's rapid economic development mainly relied on the extensive policies,namely providing cheap labor and enjoying the dividends brought by natural resources.The rapid economic development under such a system concealed the essential problems of excessive institutional transaction costs.Up to now,with the continuous reduction of the demographic dividend and the dividend of means of production,the problem of excessive institutional transaction costs has become increasingly prominent.In the new era,a sound business environment can promote the development of productivity and lay a foundation for the prosperity and development of the market economy.It is an inevitable choice for China to achieve high-quality economic development.Accelerating the improvement and optimization of the business environment has become an urgent task for the government.The government has always been the main responsibility for the construction of the business environment.In the context of the current transformation,how to fulfill the responsibilities of the government in the process of improving and optimizing the business environment is the top priority.On the one hand,the government has not fully fulfilled its responsibilities and has poor governance capabilities.Under such circumstances,the business environment is bound to be difficult to serve market players and attract investment.,on the other hand,improve and optimize the business environment in the process of the boundary of the government responsibility,contents,ways to increase along with areas of different development stage,the change of the current principal contradiction and constantly adjust their own,at the same time because of the the particularity of the political and economic system of socialism with Chinese characteristics,and also requires the government responsibility to both strong Chinese characteristics.Therefore,how to improve the government's ability to fulfill its responsibilities in the construction of business environment as soon as possible is an important task facing the government at the present stage.Based on this,this paper improve and optimize the government's responsibility in the process of doing business perspective,in reference to the new public service theory,the theory of administrative efficiency and Matthew effect theory basis,from two aspects of historical and practical deduction to doing business with the government responsibility between inner link,and the world bank's doing business report,doing business is convenience degree(business)as explained variable business environment level index(Y),the introduction of social security and employment percentage of fiscal expenditure,the registered urban unemployment rate,the government corruption perceptions index and corporate power number four indicators as independent variable on the interaction between the empirical analysis,clearly presents the close ties between the two,it is concluded that improve the government responsibility to promote the business environment to improve the empirical results.At the same time,combined with the actual situation of the current economic and social development,it is concluded that there are the following limitations in the process of fulfilling government responsibilities:the offside and absence of government functions are serious;The government is weak in providing official services for enterprises;The relationship between the government and the market is not clear:the awareness of optimizing the business environment needs to be enhanced.Finally,draw lessons from international excellent experience,put forward targeted measures:scientific definition of government functions,improve the macro-control system;We will deepen the reform of the administrative examination and approval system,improve administrative efficiency,and speed up the establishment of a system for protecting intellectual property rights.To straighten out the relationship between the government and the market and give play to the decisive role of the market in the allocation of resources;Finally,the government should be clearly defined as the subject of responsibility,enhance the awareness of business environment optimization,and promote the establishment of a business environment assessment system with Chinese characteristics,so as to build a long-term mechanism to enhance and perfect the government responsibility of a good business environment.
