The Application Of PPP Model In Government Purchasing In Frastructure Services

It is one of the important duties of the government to provide public service to the people.From 1970 to 1979,governments around the world started the chapter of administrative reform of government functions.One of the important contents of the reform is to separate part of the public service functions from the original mode of public service undertaken by the government and assign them to social capital(private institutions),so as to use the power of social capital to meet public demand.With the development and transformation of social economy,the government is seeking more innovation and functional substitution in the way of purchasing public services in the face of the people's demand for the quality of public services and the diversification of contents.Only continuous innovation can solve the new social contradictions.Among them,the shortage of public infrastructure services has become a prominent contradiction.In China,the living standard of the masses has gradually moved from poverty to moderate prosperity,and from meeting the initial demand for material wealth to the level of spiritual wealth.Therefore,the public services provided by the government have shifted from the basic needs of survival to the needs of housing security,culture and education,medical and health care,pension benefits,environmental protection and public security.Therefore,in promoting the reform of government functions,it is also the goal of the transformation of government functions to choose better ways and modes for the government to purchase public services and improve the quality and efficiency of public service supply.The subject of this paper is the application research of PPP model in government purchasing infrastructure service.Starting from the relationship between government purchase of public services and PPP model,this paper expounds the basic concepts and theoretical basis,as well as the comprehensive literature at home and abroad,and briefly describes the development process of government purchase of services in China in recent years and the application cases of PPP model in foreign countries.This paper focuses on the analysis of the current situation and existing problems ofthe application of PPP model in the government's purchase of infrastructure services,and analyzes the problems by referring to some national laws,regulations and policy guidelines currently promulgated in China.When quoting the PPP model,this paper introduces the operation mode,generation and development of the PPP model,application analysis and other aspects,and analyzes the feasibility of the application of the PPP model in the government's purchase of infrastructure services,as well as the thinking and feasibility analysis of the financing mode in the PPP model through two project cases.The application case of banan district government in purchasing basic service facilities by PPP mode--the core area project of banan district sports center.The application experience,application advantages and reference value of the project under PPP mode are analyzed through the case.At the same time,the asset securitization scheme design of the PPP project borrowed from huizhou bay bridge in guangdong is of great importance to the financial innovation and the acceleration of PPP.In the PPP model,some thoughts are put forward from different roles of national government and social capital.It can be concluded from the paper that the application of PPP model in the purchase of basic services by the government in China is still at the beginning and exploration stage in practice,but with the development of China's economy and the process of urbanization and modern infrastructure needs.China's socialist system with Chinese characteristics is being further improved and developed,and the PPP model will continuously and systematically promote the modernization of China's governance system and governance capacity in an appropriate way.
