Study On The Problems And Countermeasures Of The Government's Purchase Of Home-based Elderly Care Service From The Perspective Of Supply Side Reform

At present,our country is in the rapid development stage of aging,the number of aging population is large,the aging speed is fast,the society is facing the severe challenge of aging.The population of the elderly,the elderly living alone,the disabled and the semi disabled has increased dramatically,and the society is facing great pressure on the elderly.To achieve the social goal of providing for the aged,we need to guarantee it from two aspects: a fair and universal social security system and a perfect and efficient social service.At present,home-based care is the most popular way for the elderly to choose.The elderly can not only stay in themselves,but also enjoy the care from the family,government,society and other forces,which is conducive to reducing social costs and better meeting the living needs of the elderly.In recent years,the government has issued several related documents on elderly care services to promote the development of elderly care services.Purchasing home-based elderly care services plays an increasingly important role in solving the real life difficulties of the elderly.Shijiazhuang started to pilot the implementation of home-based elderly care service purchase by the government in 2014.Since the implementation of this service,the supply efficiency and quality of life of the elderly have been improved,which has been supported and recognized by the public and achieved some results.However,with the further implementation of the government's purchase of home-based elderly care services,there are also some situations that are not in line with expectations.There are still many areas to be explored to meet the growing demand for home-based elderly care,improve the supply capacity of the government's purchase of home-based elderly care services,promote the further transformation of the government's functions,and improve the capacity of service organizations to undertake.We need to meet the growing needs of the elderly,reduce the operating cost of home-based elderly care services purchased by the government,improve the quality and efficiency of service supply,increase the pertinence of supply services,and further promote the transformation of government functions.This paper chooses Shijiazhuang municipal government to purchase home-based elderly care services for investigation andresearch,which is more representative,not only for the development of the region,but also for other cities with similar economic development level.From the perspective of supply side reform,based on welfare pluralism theory,network governance theory and principal-agent theory.This paper first uses the literature research method to collect and study the relevant theories and contents of the government's purchase of home-based elderly care services;secondly,uses the questionnaire method to conduct field research to collect the situation of the government's purchase of home-based elderly care services in Shijiazhuang.Through on-the-spot visits,the elderly who enjoy the government's purchase of home-based elderly care services were investigated to understand the supply,demand and use of the purchased services and their satisfaction with the service;the basic information and professional level of elderly care service personnel were investigated by questionnaire,and the data obtained were summarized and analyzed.Then,starting from the perspective of supply side reform,combined with the situation of Shijiazhuang municipal government's purchase of home-based pension service operation,this paper studies the existing problems of the government's purchase of home-based pension service supply,and analyzes the causes of the problems.Finally,the paper puts forward countermeasures and suggestions on how to solve the existing problems.Through literature research and field investigation,it is found that the main problems faced by Shijiazhuang municipal government in purchasing home-based elderly care services are: the imbalance between supply and demand of government purchasing home-based elderly care services,specifically reflected in the mismatch between service items and demand,the unreasonable allocation of resources;the lack of professional service talents,the shortage of professional service talents,the lack of professional level;supervision and evaluation The mechanism is not perfect,the effective competition of social organizations is not enough,the effective competition environment is not formed,and the ability of social organizations is not enough.Further analysis of the causes of the problems is mainly focused on four aspects: First,the "offside" and "absence" of government functions;Second,the social organization development environment is not good;Third,there is cognitive bias to the elderly service personnel;Fourth,the participation of the elderly who enjoy purchasingservices is insufficient.In view of the problems on the supply side of the government's purchase of home-based elderly care services,countermeasures and Suggestions are proposed.First,the government should play a leading role,strengthen top-level design and further transform government functions.Second,improve the supervision and evaluation mechanism,strengthen effective supervision and improve the third-party evaluation mechanism;Third,promote the development of social organizations and optimize the development environment of social organizations.Fourth,take multiple measures to solve the problem of shortage of professional service personnel.Through the government,social organizations,service personnel,the elderly and the family to play a joint role,to improve the quality and efficiency of the supply of services,to promote the government to purchase home care services to further develop and improve.
