The world is experiencing profound shifts unseen in a century,and the interaction between emerging countries and traditional hegemonist power is the most noteworthy phenomenon in current international relations.China is a rising power and the United States is an established hegemon.As the world's two largest economies,the importance of bilateral relations between China and the United States is self-evident.But since Trump administration came to power,with China strategic miscalculation,American foreign policy is present contraction in the global trend,but the policy toward China is showing aggressive,"competitive strategy" to replace before the strategy of "contact strategy" with China,causing friction between China and the United States grows,this not only influence the development of bilateral relations,also security environment and the world peace and stability in the asia-pacific region brings negative effect.Especially in the midst of the global human crisis caused by COVID 19 epidemic,the Trump administration should correct its misunderstanding,return to the right track of china-us relations,and work together with China to overcome the difficulties.This paper adopts the literature analysis and historical analysis and the cognitive theory of political science to explore the deep reasons for the miscalculation of China strategy by the Trump administration.By analyzing the interaction between the cognition and behavior of the decision-maker,the process of judgment and the serious consequences of wrong perception are deduced.Clearly,the Trump administration's tough stance toward China so far is evidence enough of a misperception of China.One is America's long-standing ideological bias against China.The second is that China's rise has changed the relative balance of power between China and the United States,making the United States anxious.The third reason is that the Trump administration needs to cater to the conservative political environment in the us.Therefore,only by making the Trump administration return to a rational understanding of China and no longer be immersed in personal emotions,can it avoid the Trump administration from making a strategic miscalculation of China.As the old saying goes:"those who do not consider the overall situation are not able to consider a region;those who does not seek the eternal is not able to seek the present."
