| China is the world’s largest developing country and a socialist country, while the United States is the largest developed capitalist country in the world. The sound and stable China-U.S.relations are of great significance to the peace and development of the two countries and the world at large.China-U.S.relations have undergone some changes during the Trump administration. The factors of cooperation have decreased, the factors of competition which even became the mainstream for a time have increased in the bilateral relations. After Donald J.Trump took office,on the one hand, the U.S.adjusted its perception and positioning towards China and began to define China as a “strategic competitor”.On the other hand, the U.S.has implemented a “whole-of-government”competition strategy against China, adopted relatively negative policies towards China in the fields of politics, economy and trade, science and technology, cultural and educational exchanges, and continued to increase pressure on China,so as to cope with the“challenges” and “threats” brought by China’s rise and safeguard the national interests of the United States. This paper analyzes the reasons for the transformation of China-U.S.relations during the Trump administration from three aspects: international, national and individual decision-makers,and explores the impact of the transformation, including: causing further deterioration of China-U.S.relations;creating challenges for China’s relations with neighboring countries such as Japan,South Korea and India;making it more difficult to address global issues such as climate change and the COVID-19 pandemic. The United States’ perception and positioning of China has not changed substantially with the change of president and government, the competitive situation between China and the United States will be hard to change in the short term.Given their own interests and the interests of the world as a whole,China and the United States are expected to overcome the Thucydides Trap in the future. In the process of handling China-U.S.relations,on the one hand,China has to keep strategic determination and continues to develop its own strength. On the other hand,China should strive for a “Intermediate Zones”,expand its circle of friends and break through the U.S.strategic containment. While responding to the U.S.strategy,China needs to seize the initiative in shaping its relations with the United States, expand the space for cooperation between the two countries, and actively build a China-U.S.relationship featuring non-conflict,non-confrontation,mutual respect, peaceful coexistence and win-win cooperation. |
