The level of social security handling service ability is related to the effectiveness of government organizations and the vital interests of the broad masses of the people.As the executor of the government's social insurance policies,social insurance agencies should be able to keep their thinking clear when implementing social insurance policies.As a specific operator of social insurance business,when handling social insurance business,it is necessary to ensure standardization and high efficiency.As a service provider for the broad masses of insured people,one should be able to be considerate of the people when serving the masses.As a grass-roots social security agency that extends its social security service to the "last kilometer",it is facing a series of new problems and challenges under the current background of promoting the construction of a service-oriented government and institutional reform.To sort out these practical problems and find a breakthrough path to effectively improve the social security service capability is the focus of this paper.In the overall structure,this paper focuses the performance of social security agencies' service capability on public satisfaction with social security services,and focuses the improvement of capability on the management of social security agencies themselves.Based on the three basic theories of new public services,government knowledge management and performance management,this paper expounds the present situation and existing internal problems of social security agencies' service capability at the grass-roots level in Zouping city through questionnaires and field interviews.Combined with the above theories,advanced experience and interview suggestions,it explores specific methods and practical countermeasures to effectively improve the service capability level of social security agencies in Zouping city.In terms of specific content,this paper obtains through investigation that the grass-roots social insurance agencies in Zouping city have separation of the five insurance agencies and separation of collection in the process of providing public services.Inadequate staffing,high employee burnout;The management of business authority is backward and the awareness of risk prevention is poor.The community service platform is not perfect and the business is not sinking smoothly.The management of handling authority is chaotic and the awareness of risk prevention is poor.Internet service is not smart and convenient enough,and information construction is insufficient.These new problems and historical problems have hindered the further improvement of the service capacity of social insurance agencies in Zouping City.The allocation of human resources,the construction of the handling platform,the prevention of internal risks,the degree of informatization and other aspects are inextricably linked to the improvement of the service capabilities of social security agencies.The influencing factors are comprehensive and complex,and must be studied and discussed from an all-round perspective.Finally,this paper explores six effective ways to improve social security service system,innovative handling service mode,flexible employment mechanism,strengthening risk prevention and control system,speeding up information construction and paying attention to publicity and communication,hoping to effectively improve the service level and service ability of Zouping social insurance agencies.
