Social insurance is an important part of Chinese social security system.At the level of people’s life and economic operation,it always playing an important role in redistribution and having great significance to meet the people’s growing needs for a better life and maintain the steady development of economy and society.As the continuous development of social security in China,public awareness of social security continues improving and the coverage of insured groups getting wider,grass-roots social security agencies are facing increasing pressure.Taking Yantai Economic & Technological Development Area(YEDA)as an example,on the one hand,the social security agencies have assumed increasing responsibilities in the previous system and mechanism reforms,but the imperfect system construction,unreasonable personnel allocation and lack of assessment mechanism restrict the construction and development of the agencies;On the other hand,the public has higher and higher requirements for social security agency services,especially in terms of service attitude,service efficiency and service environment.The unbalanced development of the two sides has brought unprecedented challenges to grass-roots social security agencies.This paper studies the service capacity of social security agencies in YEDA.Firstly,the three-level index system for evaluating the service capability of social security agencies in YEDA was constructed by studying the literature of domestic and foreign experts,and relevant policies and regulations,using the hierarchical analysis method;secondly,a questionnaire survey was used to collect original data and construct a fuzzy comprehensive evaluation model for the service capability of social security agencies in YEDA,which was based on six aspects of the service capability of social security agencies.The evaluation analysis was conducted around six aspects of the service capacity of social security agencies;Finally,based on the evaluation results and the actual situation of the social security agencies of YEDA,puts forward practical suggestions and countermeasures,in order to standardize,standardize and systematize the service capacity of the social security agencies of YEDA. |
