Research On The Insurance System Of Japanese Crew

It is well known that the crew is engaged in a high-risk industry,and their specific labor mode determines that the risk they face is much higher than that of the onshore population.It is precisely because of the importance of crew and the high risk of their occupation that many shipping developed countries have established insurance systems for crew members to varying degrees according to the characteristics of crew occupation.In our country,as a special group of workers,the social insurance of crew has been weak for a long time,and the insurance mechanism is not perfect,but it has not been solved positively and effectively.On the one hand,at present,our country has not yet carried out special legislation for the social insurance system of crew members,in practice.On the other hand,the insurance treatment of crew mainly follows the implementation method of insurance payment of land group,and its pertinence is not strong and can not fully protect the rights and interests of crew.To improve the social security system of our country,the crew has become a group that can not be ignored.Therefore,it is very important to draw lessons from the foreign crew insurance system to develop the crew insurance system in our country.As a neighbor of China,a series of reform initiatives in Japan have reduced the state's financial expenditure.It not only integrated the fragmented crew insurance system with the general social security system,but also solved the problem of the professional risk of the crew.At the same time,it also fundamentally solved the problem of crew social security.This article uses literature research and historical analysis to explain.Through the study of the Japanese crew insurance system,on the basis of sorting out and analyzing the establishment process and reform measures of the crew insurance system,the following conclusions are drawn:China should learn from Japan's experience,combine with China's national conditions,according to the particularity of the crew's occupation Establish special laws and regulations,establish a model of combining government supervision and industry operation,establish a multiple connection mechanism for the crew insurance system and improve the corresponding legal liability systemThis paper includes three parts:introduction,main body and conclusion,the main body is divided into five chapters.And the first chapter clarifies the related concepts of Japanese crew insurance system,and studies the background and evolution of Japanese crew insurance system.The second chapter studies the payment system of Japanese crew insurance.The third chapter studies the Japanese crew insurance payment and special care protection system.The fourth chapter studies the characteristics of Japanese crew insurance system.The fifth chapter analyzes the practical needs of reforming the crew insurance system in China and summarizes the enlightenment of the Japanese crew insurance system to our country.
