The Basic Experience And Enlightenment Of The Reform Of Discipline Inspection And Supervision System In China

Promoting the reform of discipline inspection and supervision is an important link to strengthen the party's strong leadership in the anti-corruption work and to build a centralized,unified,authoritative and efficient national supervision system.Through deepening the reform of the State supervision system,the supervision forces of Discipline Inspection,supervision and judicial inspection are effectively integrated,and the public power is effectively supervised,thus providing a disciplinary guarantee for the modernization of the Party and state governance system and capacity.Since the founding of the Communist Party of China(CPC),our party has been thinking deeply about strengthening the party's discipline and improving its organizational construction.From initial formation to tortuous development,and then to resume development,gradually formed today's inner-party supervision system.After the founding of the People's Republic of China,in order to curb the illegal and corrupt phenomenon,and to ensure the honest and clean government of the whole civil service system.China began to explore the supervisory system,from the initial construction and reconstruction to the legalization of the present,forming the authoritative and efficient state supervision.At this point,China's reform of the discipline inspection and supervision system has made significant achievements,forming a major victory of no corruption,doing not want to corruption.In the process of reform,the continuous improvement of the system and mechanism is developed in accordance with the Times in the exploration and practice,and its reform and development has its own laws and methods.Its experience can be summarized as follows: from the organizational leadership,the reform constantly strengthens the party's centralized and unified leadership of discipline inspection and supervision work,highlighting the political nature of discipline inspection and supervision organs.From the perspective of function realization,it aims to establish an authoritative and efficient supervision system and play a more comprehensive role in supervision.In terms of system construction,the Party discipline should be improved step by step,with emphasis on procedure and rule by law to establish and perfect the national supervision system.From the perspective of reform methods,we should grasp the general tone of the work of advancing steadily,focusing on the limited goals,and gradually realizing the scientific and orderly integration.Although the reform has achieved remarkable results,there is still room for exploration on how to better realize the "full coverage" of state supervision and how to face the anti-foreboding prospect and anxiety in the era of public opinion.Therefore,in the next stage of continuous improvement and reform,we should continue to uphold the overall leadership of the Party in the discipline inspection and supervision work,continue to strengthen the legal construction of the discipline inspection and supervision work,and continue to take the promotion of the relative independence of the subject of supervision as the reform goal,we will continue to explore a state-led anti-corruption mechanism with the participation of the whole society.
