Research On The Functions Of Social Organizations In Rural Revitalization And Its Realization Path

The village revitalization strategy is the general strategy to promote the modernization of China's agricultural and rural areas,and it is also the general starting point for China to solve the "three rural" issues.To achieve the goals of industrial prosperity,ecological livability,rural civilization,effective governance,and affluent living,it is necessary to advance the strategy of rural revitalization in an orderly and steady manner under the strong leadership and scientific decision-making of the party and the government,and also to integrate Social forces to promote rural revitalization.As one of the important components of social forces,social organizations,through the purchase of social organization services by the government and the mobilization of social organization resources,are expected to form a new relationship of cooperation,cooperation and sharing of power and responsibility among multiple governance subjects.Based on the new public management theory,governance theory and related theories of social organization,the article focuses on the status quo of the functions of social organizations in rural revitalization strategies,analyzes the problems and obstacles encountered by social organizations in the functions of rural revitalization strategies,and In view of these problems and obstacles,put forward feasible countermeasures and suggestions.Through research,it has been found that social organizations have played a useful role in helping rural industries flourish,boosting rural civilization construction,participating in rural social governance,promoting rural ecological livability,and participating in rural targeted poverty alleviation.However,there are still some problems,mainly reflected in: limited integration into the countryside,insufficient grassroots precipitation;limited by their own scale,limited vocal energy;disconnected from farmers' needs,low service fit,etc.The above problems are caused by obstacles in ideological understanding,laws and regulations,and mechanism construction.The article further takes Zhoushan City as an example to carry out research and find that social organizations have played a role in providing public services,promoting the development of fisheries and agriculture,promoting outstanding traditional culture in rural areas,and protecting the island's ecological environment in the context of Zhoushan's rural revitalization strategy.The most important experience enlightenment lies in: to build the overall pattern of co-construction,co-governance and sharing,adhere to the "four modernization" development ideas of social organizations,and strengthen the normal mechanism of policy guidance and support.Based on the above analysis,the article proposes countermeasures and suggestions to promote the functioning of social organizations in rural revitalization,which mainly includes:(1)Completing the functional shortcomings of social organizations in the context of rural revitalization strategy.One is to settle to the grassroots level and integrate into the rural environment;the second is to expand to the outside to expand the ability to speak;thethird is to connect with demand and improve service quality.(2)Establishing and improving relevant laws and regulations on social organizations.First of all,it is necessary to enhance the legal status and standardization of social organizations;second,it is necessary to change from regulating mainly to stimulating the vitality of social organizations;and second,to restrict the government's abuse of power in managing social organizations.(3)Improving the operation mechanism of social organizations in the context of rural revitalization strategy.It mainly includes cooperation and co-construction mechanism,supervision and evaluation mechanism,information disclosure mechanism and positive publicity mechanism.(4)Strengthening the internal management and professional service capacity building of social organizations.It mainly includes improving its internal management system,improving its professional service capabilities,and enhancing the sense of responsibility and credibility of social organizations.
