Research On Rural Social Organizations Helping The Implementation Of The "Rural Revitalization" Strategy

The Third Plenary Session of the Eighteenth Central Committee of the Communist Party of China reviewed and approved the "Decision of the Central Committee of the Communist Party of China on Several Major Issues of Comprehensively Deepening Reform." The overall goal of comprehensively deepening reform is to improve and develop the socialist system with Chinese characteristics,and to promote the modernization of the national governance system and governance capabilities.At the 19th National Congress of the Communist Party of China,a strategy for rural revitalization was put forward.In the national governance system,rural governance is the most basic and environmentally complex governance unit.The quality of rural grassroots governance is related to the overall governance of the country.The improvement of rural grassroots governance capabilities not only contributes to the steady development of rural areas,but also involves the maintenance of the party’s core position of grassroots leadership.Over the past 40 years of reform and opening up,the vast rural areas of our country have undergone earth-shaking changes,and various fields of rural construction have been renewed.At the beginning of agricultural economic production,a household production contract responsibility system was formed.As the basic conditions of rural society have changed in recent years,more and more regions have considered development practices and gradually realized concentration in the form of land transfer.Land resources,realize the industrialized production of agriculture,and take the road of intensive management.Politically,the rural grassroots mass autonomy system has been established.In recent years,the Party Central Committee has paid more and more attention to the construction of the rural governance team.More and more college students,village officials and other talents have been recruited and selected to the villages,which has improved the grassroots governance capabilities to a certain extent.With regard to the provision of basic public services such as cultural health in rural areas,the Party Central Committee has also continuously introduced a series of policies that benefit the majority of farmers.The rural living environment has been significantly improved and farmers’ happiness has been enhanced.However,as we see the great achievements of reform and opening up in the rural areas,we should be more modest to recognize some of the problems that have arisen in development,further comprehensively deepen the reforms,and solve the current rural basic public services and public products and the diversified needs of farmers.The problem of symmetry,and the improvement of this status quo cannot be satisfied only by the organizational form of the grassroots political power.In the face of the steady realization of rural revitalization,a comprehensive deepening of the power of reform is needed.The diversification of rural governance entities provides an opportunity to improve the current situation.Therefore,in the new context,rural social organizations should comprehensively deepen reforms and promote the modernization of rural governance.,To help rural revitalization realize the most dynamic builders.This article mainly focuses on the following aspects to systematically and comprehensively discuss the specific content of the rural social organizations in the new era to help the implementation of the "village revitalization" strategy.First of all,it clarified the concepts and connotations of the "village revitalization" strategy,rural social organizations,and farmers’ professional cooperatives,showing the profound connection between these three;at the same time,it explained that rural social organizations participate in rural grassroots governance and help the research on "village revitalization" The theoretical basis of the theory mainly includes the theory of social organization,the theory of multi-center governance,the theory of social governance of socialism with Chinese characteristics,and the relevant theories of farmers’ professional cooperatives.Secondly,taking the case study of social organization-the enrichment of agricultural cooperatives in Meilihe Town,Chifeng,Inner Mongolia,as the starting point,the experience and shortcomings of the operation and development of rural social organizations are analyzed.Thirdly,through case observations of the Enriched Cooperatives,I summarized the challenges and opportunities faced by rural social organizations in the process of participating in rural grassroots construction and helping "village revitalization".The challenges are mainly the lack of policy support from the party and government systems at all levels outside the organization;The limited channels for cooperatives to participate in rural governance are difficult to play an important supplementary role to rural autonomy;cooperative organizations themselves are insufficiently built and the level of construction is low;the development of cooperative organizations is small and slow,and it is difficult to fully integrate the implementation of the "village revitalization" strategy.In the new era,the major opportunities for the development of rural social organizations are the legislative support of the state and the specific implementation of the "village revitalization" strategy.Finally,based on the reality of my country’s current rural development and construction,it proposes the specific basic path for how rural social organizations in the new era can help the implementation of the "village revitalization" strategy,that is,to use the "village revitalization" strategy to lead and strengthen the strength of rural social organizations;increase policy preference Intensify efforts to broaden the channels for social organizations to perform their functions;strengthen the self-construction of rural social organizations and increase the efficiency of participating in rural social management;innovate rural diversified governance mechanisms to achieve effective rural governance.In short,giving full play to the function of social organizations participating in rural governance,and then assisting the concrete implementation of the "village revitalization" strategy,and realizing "industrial prosperity,ecological livability,rural civilization,effective governance,and prosperous life" in the vast rural areas are promising.
