Performance management is the "effective gripper" to strengthen the construction of grass-roots party organizations of the CPC,the "important lever" to implement the responsibility system ofthe construction of grass-roots party organizations of the CPC,and the "power engine" to improve the innovation ability of the construction of grass-roots party organizations of the CPC.In order to realize the steady implementation of the rural vitalization strategy led by the rural grassroots party building and promote the modernization of the rural governance system and its capacity,it is necessary to establish a systematic and scientific performance management mechanism for the construction of grass-roots party organizations of the CPC.General secretary Xi Jinping has proposed that we should take party building as the greatset achievement and the "popular support" as the most fundamental politics.The establishment of a systematic and scientific performance management mechanism for party construction at the grass-roots level is not only an important way to evaluate the greatset achievement of party construction,but also an effective way to seize the support of the people.This paper organically unifies the political nature of the party construction in rural communities with the scientific nature of the performance management mechanism,and constructs a "four-dimensions" theoretical model covering the "performance objective management mechanism","performance process management mechanism","performance examination and evaluation mechanism",and "performance reward and punishment incentive mechanism".In the empirical analysis,both the "characteristic sample" analysis of the performance management of rural grass-roots party construction and the "systematic sample" analysis of the "coefficient method of party construction" in Dinghai district of Zhoushan city were considered.Through the analysis of the "four-dimensions" multiple samples and the systematic sample,it is found that the performance management mechanism of rural grass-roots party construction mainly includes: To strengthen the mechanism of management by objective,optimize the index system of rural grass-roots party construction;To strengthen the processmonitoring mechanism,the responsibility system of rural grass-roots party construction;To innovate the lever mechanism of rural performance appraisal and apply the coefficient method of party construction;To improve the incentive mechanism for rewarding and punishing personner for their performance,and stimulate innovation in party building in rural communities.However,there are still many problems in the performance management of the party construction at the rural grass-roots level.First,in the dimension of the management of objectives,the content of the objectives is generalized,and the setting of indicators is not scientific and systematic.Second,in the dimension of process management,process monitoring is weakened,the ability of correction is insufficient,and grass-roots investigation is blurred and formalism is prominent.Third,in the performance evaluation dimension,the evaluation method of the rural grass-roots party construction is relatively single and lacks pertinence.Multi-subject participation is limited and lack of publicity.Fourth,in the dimension of performance reward and punishment incentive,the effect of performance result feedback and correction is insufficient,and the effect of implementation is not good.In view of the above problems,the paper proposes that we should adhere to the principle of the unity of politics and science,systematicness and aspects,fairness and openness,and further improve the performance management mechanism of party construction at the rural grass-roots level:(1)In the aspect of performance objective management,we should improve the leading mechanism of party building for rural vitalization and make scientific and systematic use of the target management mechanism.(2)In the aspect of performance process management,we should consolidate the "threelists" of responsibility reversed transmission mechanism,strengthen the competition and excellence mechanism of "project party construction",reconstruct the standard operation mechanism of "process reengineering",and improve the "online and offline" information management mechanism.(3)In the aspect of examination and evaluation mechanism,the participation of multi-subject appraisal should be introduced through constructing a360-degree all-round performance appraisal mechanism.(4)In terms of performance reward and punishment incentive mechanism,we should further improve the "positive andnegative incentive" incentive mechanism and the "linkage mechanism of individual and organization appraisal" evaluation.
